Significant effort has been expended by the Estuary Partnership and the Action Agencies to guide the new program toward project implementation. In the next fiscal year, the Estuary Partnership will move to test program hypothesis by monitoring site conditions and performing environmental compliance activities. It is likely that actual implementation of pile structure removal or enhancement will occur. D78518114Identify and Select ProjectsStrategic Habitat IdentificationThe goal of this work element is to help move estuary habitat project selection from opportunistic to strategic by utilizing emerging scientific tools currently available. In 2008, a demonstration project using the ecosystem classification system, salmonid genetic information, and a project assessment of Reach F, provided a new basis for identifying projects in the estuary. A steering committee and temporary expert panel was formed to help guide the development of priority project types and geographic areas. This project builds upon the 2008 project by expanding the project to apply similar concepts to two additional reaches in the estuary. This includes the development of GIS products that depicts potential projects in terms of habitat capacity (restoration of hydrologically connected sites) and habitat opportunity (opening sites to salmonid use where dikes or levees have cut them off). This will be accomplished using available estuary tools including Lidar, t-sheets, Ortho layers, historical photos, field visits, and communications with local entities engaged in project development. Draft products will be developed in coordination with the Estuary Partnership, the Lower Columbia Fish Recovery Board, Washington Department of Fish & Wildlife, Oregon Department of Fish & Wildlife, CREST, Columbia Land Trust, Cowlitz Tribe, watershed councils, and conservation districts. Special attention will be directed to project development efforts initiated by the Estuary Partnership and the Columbia Land Trust. This project also provides technical support to Bonneville Power Administration for implementation of the pile structure program, development of the ecosystem classification system, and regional monitoring.$166,50093.02%09/01/200909/30/2010
