#   This contract is being modified to add and additional $15,464, transferred from a now closed contract under the same project, to make up for unforeseeable increased costs to conduct monitoring during an unusually high water year.

This contract fills two important monitoring gaps identified by the Upper Columbia Regional Technical Team and others: 1) implementation/compliance monitoring for all projects in the Upper Columbia and 2) project (reach-scale) effectiveness monitoring.  Work under this contract will support (a) the Upper Columbia Adaptive Management Framework, (b) the 2008 FCRPS BiOp, (c) the Tribal MOA Habitat Projects, and (d) the Upper Columbia Habitat Programmatic Project by providing standardized implementation/compliance monitoring data for all salmon habitat projects implemented in the Upper Columbia, and by increasing the number of sites monitored as part of the Washington State Salmon Recovery Board's Reach-scale (Project) Effectiveness Monitoring Program.

Implementation/compliance monitoring efforts as part of this contract will be coordinated with efforts of the U.S. Bureau of Reclamation and others to provide detailed, standardized information about the location, magnitude, and quality of all salmon recovery habitat projects implemented in the Upper Columbia recovery region, and to monitor the continued functionality of those projects through time. A draft protocol refined through on-the-ground application will help inform Bonneville Power Administration’s implementation/compliance monitoring efforts across the Columbia Basin.

This contract increases the number of instream structure and floodplain enhancement projects that receive project effectiveness monitoring to meet BPA’s needs as part of the 2008 FCRPS BiOp, to support adaptive management in the Upper Columbia, and to support activities under the Tribal MOA Habitat Projects, and the Upper Columbia Habitat Programmatic Project.
