Contract Description:
The Spokane Tribal Hatchery is a Columbia Basin Fish and Wildlife Program Project developed to address the extirpation of anadromous fish and the adverse impacts on resident fish in Lake Roosevelt caused by the Federal Governments Columbia River Hydro-power System. The hatchery is one of three aquaculture projects that form the Lake Roosevelt Hatcheries Program.  The other two projects of the program includes the Sherman Creek Hatchery, operated by the State of Washington, and the Lake Roosevelt Rainbow Trout Net Pen Program, operated by a coordinator and volunteers of the Lake Roosevelt Development Association.  Collectively, the program is currently tasked with producing rainbow trout and kokanee salmon to support a segregated harvest program for sport and tribal fisheries.  The 2020 combined production objective is to produce up to 750,000 rainbow trout and 150,000 kokanee salmon for release in Lake Roosevelt.  Triploid (sterile) stocks are used with an emphasis to shift production of  feminized triploid fish to alleviate genetic risks to naturally occurring stocks.  Fish management and hatchery staff put forth a significant level of effort, cooperation and coordination to ensure the Lake Roosevelt Hatcheries Program is meeting its purposed objective of providing rainbow trout and kokanee salmon for Tribal subsistence and sport angler fisheries.  Annual production and release goals are established by the Lake Roosevelt Hatcheries Coordination Team, a group comprised of fisheries staff from the Spokane Tribe, Colville Confederated Tribes and Washington Department of Fish and Wildlife, who implement recommendations from the Lake Roosevelt Fisheries Evaluation Program.  Fishery managers have established a Lake Roosevelt Fisheries Guidance Document that includes various strategies to achieve survival and harvest goals of hatchery produced and released fish.  The hatchery rainbow trout program has consistently met management objectives while the hatchery kokanee program success has been below management objectives.  Primary factors effecting the kokanee hatchery programs effectiveness include stocks available (mainly out of basin coastal stocks used), depredation and emigration losses.  For 2020, fishery managers have decided to discontinue the hatchery kokanee program until a suitable stock can be obtained, add more emphasis to the hatchery rainbow trout program by diversifying stocks of rainbow trout, implementing use of feminized triploid stocks and produce fish that are a harvestable size at release.  The Spokane Tribal Hatchery is primarily funded by Bonneville Power Administration under provisional requirements of the 1980 Northwest Power Planning and Conservation Act but also annually seeks cost share share funding from the Bureau of Indian Affairs for supporting Tribal hatchery programs operational and maintenance unmet needs.
