1. Desktop review and ranking of up to 12 draft restoration scenarios. This task
will be conducted using draft feasibility criteria to review various
combinations of Deer Island parcels. Draft feasibility criteria will be finalized
during one meeting with Bonneville staff. This task includes a table or a
narrative describing the restoration scenario ranking and ultimate selection of 3
restoration alternatives to be analyzed further. This task assumes no additional
hydraulic analyses or development of goal maps. This task is limited to
existing information and data provided by Bonneville and ESA staff.
2. Juvenile Salmonid Habitat restoration for up to 3 restoration alternatives. Project Oasis (PO) restoration scenarios, as currently owned, and with additional properties. Key measurements for scenarios may include:
Acres inundated at the 2-year inundation level as a result of breaching or
lowering the elevation of dikes and levees; creating and/or restoring tidal
marshes, shallow-water habitats, and tide channels (estuary module 10.1
action).
Miles of restored degraded off-channel habitats with high intrinsic potential for
increasing habitat quality.
Acres of reduced noxious weeds and revegetation (estuary module 15.3 action) Deliverables will include: Maps, GIS Data, and Summary Tables
Other than concept drawing maps, no concept design sheets or design report is included.
3. Technical documentation. Modelling, reports, and any other product as a result
of biological, hydrological, geo-spatial, or other on-the-ground investigations working towards identifying viable restoration alternatives.
Deliverables are limited to:
H&H model for up to 3 restoration scenarios.
Desktop analysis and mapping of existing vegetation and vegetation for proposed conditions.
Desktop-level analysis of geology and geotechnical information as publicly available.
Does not include site investigations of geotechnical information.
4. Budget estimates for each juvenile salmonid habitat restoration alternative.
Included costs should reflect project from concept through stewardship costs:
Real estate costs, Conceptual design, Technical investigations, 30,60,90% design, permitting pathways, construction, costs relating to easements/ROWs/infrastructure reliability, post-construction stewardship cost.
Deliverables are limited to:
Complete project cost estimates for up to 3 restoration scenarios.
5. A viability matrix for each of the 3 restoration alternatives that evaluates:
infrastructure (levee, utilities, railroads, pumps, etc.), real property interests,
and other encumbrances located above, below, and across the potential site.
The matrix should provide a timeframe for each scenario’s completion, the key
hurdles to progress, and incorporate the budget estimate to describe each
