Contract Description:
This contract reflects the terms and conditions of the MOA between Westervelt Ecological Services, LLC and BPA, to investigate the viability of a number of different restoration scenarios that could be implemented in the area of Westport Slough, Oregon.  This initial contract seeks 1. Further clarity around landowners who are willing to have appraisals conducted on their pacrel(s) should those parcels be whole or in part. 2), Depending on those interested, conducting appraisals to current federal standards to more accurately estimate costs with restoration scenario(s).

C250690172Conduct Pre-Acquisition ActivitiesConduct appraisals (BPA option)At Bonneville’s option, to be exercised in its sole discretion, WES shall complete appraisals of the Potential Project Properties located within any Potential Project Footprints identified in WE B of this contract for continued assessment. i. Westervelt shall have the appraisals completed by a qualified appraiser in accordance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act (42 U.S.C. §§ 4601-4655), 49 C.F.R. part 24, the Uniform Appraisal Standards for Federal Land Acquisitions (Sixth Edition) (commonly known as the “Yellow Book”), and the Uniform Standards of Professional Appraisal Practice. ii. The appraisals shall identify Bonneville as an intended user of the appraisal and appraise the value of the fee simple interest in the appraised property. iii. Westervelt shall provide the completed appraisals to Bonneville no later than three (3) months after Bonneville exercises its option. iv. A Bonneville appraiser shall have up to 120 days from Bonneville’s receipt of each completed appraisal to review each appraisal to determine whether: A. the appraisal was prepared in accordance with the requirements identified in Section i, above; and B. based on the material presented in the completed appraisal, the appraiser’s opinion of value is well supported, appropriate, and approved for Bonneville use. v. If the Bonneville appraiser determines a completed appraisal was not prepared in accordance with the requirements identified in Section i., above, or is not well supported, appropriate, and approved for Bonneville use, Westervelt shall have the appraiser resolve any identified deficiencies and submit a revised appraisal to Bonneville.
