BACKGROUND
Obsolete Yakima basin fish screens constructed in the 1930's, 40's, 50's, 60's, and 70's must be replaced or updated to comply with current regional fish screen biological protection criteria adopted by Columbia Basin Fish and Wildlife Authority (CBFWA), Fish Screening Oversight Committee (FSOC) in 1995.

The Fogarty screen replacement originally scheduled for 1998 was delayed for a number of years by an unresolved right of way (ROW) issue.  During this period the biological community expressed a desire to seek out off channel rearing opportunities wherever possible.  The Fogarty ditch was an obvious candidate because of its connection with Sorenson Creek, and the Yakima River.  When the ROW issue was resolved The Yakima River Basin Fish Passage Program; the oversight group for the Yakima Basin Phase II Fish Screening Program received authorization from BPA to allow the Bureau of Reclamations (BOR) and the Washington Department of Fish and Wildlife (WDFW) to complete the Fogarty Ditch Screening project. Concurrently the Yakima Tributary Habitat and Access Program (YTAHP) received authorization from BPA to fund corrections of the other screening and passage issues in the Fogarty ditch and Sorenson Creek thereby allowing fish use in the Fogarty Ditch.   Over the last two to three years YTAHP and BOR have been working jointly with landowners and irrigators to accomplish this goal.   The current proposal is to move the Fogarty fish screen facility down stream below the intersection of the Fogarty ditch and Sorenson Creek and convert four other smaller gravity diversions to screened pump stations.  All of these projects are scheduled for completion fall 2005/Spring 2006.  In 1998 the WDFW's, Yakima Screen Shop (YSS) now the Yakima Construction Shop (YCS) fabricated the screens, gantry, bypass control gate,and miscellaneous metal work per the project schedule at that time.

Description
The WDFW Business Services Program's YCS in coordination with the WDFW Habiltat Program's Technical Assistance Program will partner with the Bureau of Reclamations on the construction and installation of a new fish screen facility for the Fogarty Ditch Company.  The YCS will disassemble the already fabricated fish screens and have them and the overhead lift gantry re-painted.  This coating on these components because of the delay in installation is now at the end of its serviceable life and has to be replaced prior to being installed in the new structure.  After being re-coated the screens will be re-assembled and readied for installation.  When the BOR has completed the civil works portion of this project the YCS will install the screens, gantry, bypass control gate, and miscellaneous metal work.  As part of this contract the WDFW will submit status reports and an annual (final) report.  Upon completion this new fish screen facility will be included in the BPA funded Yakima Phase II & Huntsville Mill Fish Screen O&M program # 1992-009-00.
