CCR -- 2/1/09 - 3/15/09 -- Additional time period to complete some tasks associated with first modification of contract.  Additional time is required due to delays with NOAA procurement and processing FY carryover.  Previous NCTE was underestimated due to extensive, unforeseen delays with NOAA procurement and NOAA finance.  No additional cost is involved in this extension, and all WE associated with the original contract will be completed by the original contract end date.  Periodic progress reporting and final project reporting WE (J, P, R) will be extended to allow for oversight of extended timeline on WEs T and U.

CCR -- 11/30/08 - 1/31/09 -- Additional time period to complete some tasks associated with initial contract due to delay in NOAA processing FY carryover.  As of 11/10/08 FY08 funds carried into FY09 have not been made available to the project, therefore, accomplishing the new work elements associated with the A2 amendment will not be possible without additional time.  No additional cost is involved in this extension and all WE associated with the original contract will be completed by the original contract end date.  Periodic progress reporting and final project reporting WE will also be extended to allow oversight of time extended actions.  WE affected by this NCTE: J, P, S, T, U.

CCR -- 9/15/08 - 11/30/08 -- Additional tasks to be completed during the balance of the contract performance period, for an additional cost of $221,663.  The tasks build on ongoing work (Data Management System Web interface improvements), and initiating work in the Salmon and John Day River basins (ramp up the juvenile salmonid monitoring infrastructure by initiating construction of PIT Tag antennas through cost share arrangement with NOAA and WDFW in the Upper Columbia and the purchase of Rotary Screw Traps).  Work Elements S, T and U involve the additional work in its entirety.  The attached budget sheet shows the breakdown by original contract elements and the amendment.

This project seeks to develop two novel monitoring and evaluation programs: (i) subbasin-scale pilot status and trend monitoring efforts for anadromous salmonids and their habitat in the Wenatchee, John Day and Salmon River basins, and (ii) effectiveness monitoring for suites of habitat restoration projects in selected watersheds within the three target subbasins.  This work builds on current status and trend monitoring programs within each of these basins; however, the proposed work differs structurally from much of the ongoing status and trend monitoring work as it focuses on the explicit development and testing of the sampling protocols and methodologies required for generating habitat and population monitoring data of known spatio-temporal resolution, accuracy and precision.  The proposed work expands on the utility of status monitoring data to explicitly address watershed-scale questions of habitat restoration action effectiveness.  The ultimate objective of the project is to develop an end-to-end data gathering to analysis system that supports tributary habitat off-site mitigation actions.

This contract's specific portion of the entire project (2003-017-00) will address overall coordination tasks.  The overall technical and scientific coordination of the project will be accomplished by the project sponsor (NMFS/NWFSC, Dr. Chris Jordan) through this contract.  This contract will also cover the initial coordination, scoping and design work necessary to initiate the pilot projects in the Salmon and John Day River basins.  Once these basin level projects are fully defined, they will be independently and directly contracted as components of the overall ISEMP program.  

This contract will also cover three additional technical coordination tasks: data collation to support initial design and scoping, data management system design and development, and statistical support for project data analysis.  These tasks fall under the overarching heading of technical project management, and are identified as individual tasks as they will be accomplished through a variety of subcontracting vehicles initiated by the project sponsor.

To support the design of monitoring and restoration actions it will be necessary to develop data sets that represent the status of the populations in question as well as the status of the landscape that contains these populations.  The landscape that supports a population consists of the physical and biological components of stream and riparian habitat, the suite of current and recent past management activities such as restoration projects and land use actions, and the broad characteristics of the watershed and upland area as a whole.  This contract will cover the compilation of the data layers necessary to construct this landscape status as well as the development of the tools to manage and analyze these data layers.  

To develop the design of monitoring and restoration actions this contract will contain work elements, tasks and deliverables specific to the generation of technically sound plans of action for the Salmon and John Day portions of the overall project.  These tasks involve the design and writing of plans for monitoring and restoration actions in these watersheds that will be subject to technical review and revision.  These tasks also will result in implementation plans, timelines and budgets that are based on the reviewed and revised technical plans.
