Accord Planning and Development. Project 2008-100--00 Colville Confederated Tribes

This is a one-time project/contract under the 10-year MOA to provide support for planning and development for new MOA work.

The purpose of this contact is to efficiently and effectively provide initial contracted services and personnel to implement management of the program (all projects) and project management. This work includes but is not limited to;
• Development of proposals for new and/or expanded projects that meet requirements of MOA
• Submission of proposals to the ISRP
• Responses to ISRP comments
• Development of statements of work and budgets
• Services to provide BPA Pisces entry and reporting,
• Support of contracting and procurement, development of
• Contracted services to support CCT division managers to meet project tracking, reporting and closeout administrative requirements
• Development, organization of administrative resources (project support services) for all MOA projects
• Planning services to support program management to ensure all projects meet goals and objectives within schedule and budget

Project proposals for new and expanded projects. Provide statements of work and budgets for new, on-going and expanded projects as required per the MOA schedule, and prioritized project list. Provide project management services to support CCT anadromous staff in delivery of products to BPA contracting on the required schedule. Project SOW and proposals will contain detail to ensure an understanding of scope, cost, schedule and specifications and detailed human resources, communications and information needs, risk management and contract management and needs. All statements of work and budgets will be provided in BPA's Pisces system.

In summary the activities for each project are complete under this contract when BPA considers the:
1) Proposal to be complete (finalized with any BPA-required revisions),
2) Responses to ISRP/Council on the Implementation Proposal are adequate (are acceptable to BPA),
3) Development for the initiation of the contract for actual on-the-ground work is issued (accepted by the COTR/BPA manager/Contracting Officer and contract is signed by the Accord signatory).


The purpose of sub contractors is to provide the Colville Tribes short term professional services to meet the immediate needs for the MOA implementation. The intent will be that most of this work will transition to Colville Tribes’ staff within a year.

The intent of the contracted support is as follows;
• Performs senior level project and program management to support implementation of the CCT Fish and Wildlife Program. Provide direction and oversight for implementation of consistent program and project management standards in support of the full CCT Fish and Wildlife Program and individual projects with-in the overall program.
• Support implementation of standard and tested program and project management means, methods and principles across all CCT projects in a manner that accomplishes the business and technical needs and requirements for both CCT and BPA.
• Ensure that project plans are developed in a standard and consistent method according to industry tested project management principles that meet both BPA and CCT requirements. Support development of project (program) plans that are defined and concisely presented, that will show project sponsor(s) that project goals can be met within an established project schedule, scope and budget and how these plans will be successfully implemented by the assigned project team (CCT staff and contractors).  
• Development of project plans that can be incorporated into the CCT project format, BPA Pisces format and provide concise organized and needed information for CCT contracts for in-house (staff) and contracted portions of projects. Plans must include all functions identified in Attachment A.
• Support development of a comprehensive information and reporting system that will meet CCT and BPA requirements.  
• Train and transition staff into key areas
• Participate with contracted and CCT staff team in defining plans for implementation of the full CCT MOA. Provide written plan to accomplish this.
• Participate with contracted and CCT staff team to develop specific procedures for CCT managers to utilize in project planning that will provide standard means for successful planning and implementation of on-going and one-time MOA projects. Develop administrative support structure that will provide project management services to meet goals and objectives of all CCT MOA projects.
• Provide a plan to support development of MOA project plans (scope, schedule, cost, specifications) for both BPA Pisces and CCT internal requirements so that Key CCT Fish and Wildlife Managers will be supported and able to quickly provide project status. This plan should define a “project / program office” that provides central support (service) to FW Managers to meet reporting and accounting needs for both BPA and CCT.
• Develop an implementation plan for reporting that will meet all project development and implementation reporting requirements for BPA, CCT, other.
• Develop an overall program plan that identifies key high risk issues for implementation of MOA projects.
• Develop the purpose of and implement a central “project office” that supports the program and individual projects.
