Contract Description:
NFWF will work to implement water transactions in the Umatilla, Walla Walla, and flow limited streams in the Grande Ronde under using the CBWTP review process under this project. CTUIR will provide local planning and coordination to identify instream flow project opportunities in the Umatilla and Walla Walla Basins.  CTUIR will assist the National F&W Foundation (current BPA contractor) and qualified local entities (QLEs) in researching and establishing water right purchase opportunities.  Once local planning is complete, CTUIR will pass on information to NFWF and QLEs for final negotiations and actual water right purchasing which is planned at $1M per year for the Umatilla/Walla Walla Basins under the tribal accords agreement, and may include flow limited areas in the Grande Ronde (e.g. Catherine Creek and Upper Grande Ronde). The focal species for this work element is ESA-listed steelhead and reintroduced spring Chinook will also be benefited.
