Contract Description:
This contract provides technical support and implementation assistance for BPA's Programmatic Approach for Action Effectiveness Monitoring (AEM).  The contractor will collect, analyze, and interpret data under the Extensive Post Treatment (EPT) protocol, work collaboratively with other BPA Fish and Wildlife Program sponsors to select control and treatment sites, and produce annual reports to disseminate the results for BPA funded projects that participate in the AEM Program.  This professional analysis and collaboration will guide and provide continuous adaptive management for habitat restoration actions that address habitat impairments with the objective of improving the productivity, abundance, and distribution of ESA listed anadromous fish species throughout the Columbia River Basin (ESU/DPSs).

Under this contract Cramer Fish Sciences will:

1. Identify and conduct site visits to confirm LWD sites to be monitored in the 2017 field season
2. Monitor and collect fish and habitat data, in both summer and winter, for up to 15 LWD projects funded by BPA
3. Collect temperature data at select LWD project sites to determine if significant changes in temperature occur as a result of LWD installation
4. Summarize, analyze, and report on the effectiveness of LWD projects evaluated in the 2017 field season
5. Write a paper on habitat restoration actions and the biological response (fish concentration vs. increased abundance, increased survival vs. increased abundance, small vs. large restoration actions)
6. Write a paper on the best practices for monitoring floodplain enhancements projects, specifically for streams > 8 meters bankfull width
7. Write a paper on the most cost effective and productive programmatic approaches to AEM
8. Begin site reconnaissance for instream projects to be evaluated in 2018
9. Participate in meetings to coordinate AEM activities and assure consistency of monitoring protocols
