Contract Description:
Methow Salmon Recovery Foundation (MSRF) and its partners, including Bureau of Reclamation (Reclamation), Bonneville Power Administration (BPA), Upper Columbia Salmon Recovery Board (UCSRB), and Methow Conservancy plan to implement a reach-scale salmon habitat enhancement project in the Lower Twisp River between 2015 and 2019. This contract will fund final project development and implementation activities in support of the Twisp River Floodplain Phase II Project funded through the UCSRB targeted solicitation process. The project is an expansion of the previously funded Phase I project implemented in 2015-16; contract #s: 69930,66397, and 62758.
Ongoing project development activities for this project include on-site vegetation surveys, topographic surveys, hydrologic monitoring and data collection, wetland delineation, fish surveys (presence/absence/use), photo points, concept development, landowner/stakeholder outreach and coordination, and related project coordination activities. MSRF will also coordinate with BPA to complete the HIP III design/review process for the project and will complete all necessary local, state, and federal permitting processes prior to project implementation.
In addition to HIP III review, environmental compliance for this project includes Section 106 cultural consultation, limited federal Section 7 ESA consultation (USFWS and NOAA) as needed for pre-implementation activities such as large wood staging, and the state-required SEPA process. EC has already been completed under previous contracts for pre-implementation activities such as surveying and installation of test wells. Other permitting processes completed through the JARPA, including the WDFW Hydraulic Project Authorization, Corps of Engineers Nationwide permits, county shorelines and floodplain development, and water quality permits may also be initiated and/or completed in this contract if sufficient design information is completed during the contract period.
Lastly, under this contracting action, MSRF will establish contracts for project construction and revegetation/site restoration to be completed under this contract. MSRF will contract for purchase and delivery of large woody debris (LWD) for use instream in the Twisp River Floodplain Phase II project for habitat enhancement actions.
The goal of this contract would be to work with BPA, Reclamation, and UCSRB to finalize design for a preferred alternative for implementation at the site; to complete state, local, and BPA's federal EC requirements as early in the process as feasible in order to ensure completion of these requirements within the respective timelines; to procure construction materials; and to complete construction contracting and to proceed with project implementation the in summer 2019 work window.
The contractor (MSRF), its designated agents, sub-consultants and project stakeholders will be available, responsive and will collaboratively address contract related issues during the term of the contract. Contract issues include but are not limited to technical, policy, regulatory, project management and associated elements related to the project. Successful execution of this contract is contingent on alignment of the preceding contract issues with the BPI and BPA contracting processes, project management plans, design review protocols (including but not limited to BPA RRT design review, and integration of input and comments from BPA).
MSRF Contract Manager and their design consultant will all cooperate, coordinate, collaborate, and maintain effective communication with BPA PM/COR, EC Lead, RRT Lead, and Hydraulic Engineer during the entire length of this design contract. MSRF and its subcontractors will address BPA comments and concerns, and the two entities will arrive at a mutual beneficial consensus. MSRF will not submit an annual report under this contract. MSRF will provide the Upper Columbia Salmon Recovery Board (UCSRB) sufficient information so they, UCSRB, can assemble a comprehensive annual report for all contracts under project #2010-001-00 including this contract. Report will then be submitted by the Upper Columbia Salmon Recovery Board (UCSRB) to BPA under contract 77842 and/or the follow-on to that contract in this project 2010-001-00 to fulfill deliverable. UCSRB will submit and upload report under project 2010-001-00, Upper Columbia Programmatic Habitat in FFY18.
