Contract Description:
This contract is to conduct aquatic habitat improvement projects in the Okanogan Subbasin.  Projects to be implemented will primarily emphasize benefits to ESA listed summer steelhead and secondarily to other salmonids and Pacific lamprey.  Work will include regular attendance of coordination meetings with project sponsors and oversight groups to ensure that work is conducted consistent with established needs and in coordination with other existing restoration efforts.

Projects prioritization is based on the 2017 EDT model run for the Okanogan Subbasin, the 2021 Regional Technical Team Biological Strategy and the Upper Columbia Salmon Recovery Boards prioritization.    

Work under this contract cycle will include:

•    Antoine Valley Ranch Floodplain Restoration:  Construction
          This project is made up of 3 work elements N, O & P for work that is occurring to increase floodplain complexity, create new channels
          and remove fish passage barriers.
          EC for these elements was completed under contract 73548 REL 152.
•    Salmon Creek RM8 Floodplain:  Design
          This project is for complete design work on 1.2 miles of public land and CCT owned land.  Work completed will increase instream
          complexity and overwinter habitat for the benefit of juvenile steelhead trout.
•    Upper Columbia Habitat Prioritization support
          This will complete floodplain ecosystem indicator metrics in the Upper Columbia.
•    Produce report on Stapaloop and Swimptkin creeks
          This will summarize work completed in 2014-2018 regarding hydrologic responses to wildfire.

Cultural resource surveys as required under Section 106 of the NHPA, unless previously completed prior to this contract period, will be completed by the Colville Confederated Tribes Cultural Resource staff.
    
The contractor (CTCR), its designated agents, sub-consultants and project stakeholders will be available, responsive and will collaboratively address contract related issues during the term of the contract. Contract issues include but are not limited to technical, policy, regulatory, project management and associated elements related to the project. Successful execution of this contract is contingent on alignment of the preceding contract issues with the BPI and BPA contracting processes, project management plans, design review protocols (including but not limited to BPA RRT design review, and integration of input and comments from BPA).

CTCR Contract Manager and design consultants will cooperate, coordinate, collaborate, and maintain effective communication with BPA PM/COR, EC Lead, and BPA ETS, during the entire length of this design contract. CTCR and its subcontractors will address BPA comments and concerns, and the two entities will arrive at a mutual beneficial consensus.


Personnel working on the project are:

John Box- project manager: project oversight, project development, coordinate with interested parties, public relations and funding and cost share developer.  Develop proposals, write reports, internal and external coordination

Chris Fisher - project oversight, project development, coordinate with interested parties, public relations, outreach and education, and funding and cost share developer.

Kirk Truscott - Anadromous Division Lead-Represent the habitat division in upper level management and forums.  Participate with council and internal planning decisions that affect the habitat division.  Help to vet projects through the MOA agreement.

Dennis Papa - help to develop projects through field exploration, oversee construction implementation, write permits, and maintain habitat improvement projects.

Arnold Abrahamson - oversee construction projects, help on projects with heavy equipment, hauling and transport.  Evaluate habitat needs through field participation, repair fences, and otherwise maintain habitat improvement projects.
