The Confederated Tribes of the Warm Springs Reservation of Oregon (CTWSRO) Branch of Natural Resources (BNR) produce spring Chinook salmon for release into the Hood River basin as smolt  consistent with US v. Oregon Management  agreement guidelines.

The Tribes will operate a full term spring Chinook salmon spawning and rearing facility at Parkdale Fish Hatchery (PFH) located on the Middle Fork Hood River near Parkdale, Oregon and an acclimation/juvenile rearing facility on the West Fork Hood River near Dee, Oregon.  Full term spring Chinook rearing will take place at the Parkdale Fish Hatchery (PFH) and Moving Falls Fish Facility (MFFF).

The hatchery coordinator, assistant coordinator, two technicians and a trainee will oversee phases of the PFH  and MFFF, including operation and maintenance. The HRPP supervisor will  facilitate coordination with CTWS BNR and administration staff, partner agencies and stakeholders as well as participate in regional forums to ensure annual production goals are met.

BY 20 - Approximately 250,000 BY 20 spring Chinook salmon smolt are planned for release into the West Fork Hood River.  Actual release numbers will be contingent on ISRP and NW Power Council review in determining if the program meets scientific review criteria.

BY 21 - Approximately 150,000 BY 21 spring Chinook juveniles will be reared full term in-basin for a planned 2023 release. There will be 136,000 eyed eggs delivered to the ODFW Round Butte Fish Hatchery for grow out.

BY 22 -  Sufficient adults from the 2022 brood year may be collected and spawned to produce 250,000 smolt for release in 2024. Surplus eggs may be used to backfill shortages in the Deschutes program.

Any increase in spring chinook production over 150,000 smolts through additional egg collection, increased fish production or related, will have approval from ISRP and NW Power Council before occurring; and will meet all required permitting.  BPA COR will be informed of any planned increase.

Specific rearing procedures for the BY 20-22 production groups is detailed in the Hood River Production Program's Annual Operating Plans (AOPs). Fish health services will be contracted to ODFW.

The HRPP will host an environmental education event at PFH with a two day Salmon day event for local 4th and 5th graders in addition to leading classroom learning activities during fall.  Activities dependent on Covid restrictions.

Funds from this contract will be used to conduct normal upkeep of all CTWS HRPP facilities, alarms, offices and residences.
