Title:
D: 157 - Collect/Generate/Validate Field Data for Water Transactions
Description:
This work element captures work to collect, create, generate, or capture source data. Includes initial entering of data into a computer spreadsheet/database, developing automated data capture programs/routines and related hardware/software (e.g., PDAs, data loggers, thermographs), preparing metadata, and quality assurance/quality control processes. Also includes taking samples for later analysis and any preparations for collecting data if not covered by another work element. It also includes generating secondary/derived data when those data are stored in a database for access and use by other parties for analysis like primary data. Capturing data includes entering data into a computer from historical records, digitizing images, and other methods for converting information to digital format.
WE Agreement Type:
Contracted
Deliverable Specification:
IDWR will collect flow and habitat data to inform water transaction implementation. Streamflow data collected during the 2024 irrigation season is error-checked and then uploaded to the Idaho Department of Water Resources - Aqua Infor website:

https://research.idwr.idaho.gov/apps/hydrologic/aquainfo/Home/Data#!/

The public can access daily average streamflow in two formats: 1) chart (hydrograph) or 2) CSV (comma separated table). The user is prompted to enter data ranges within the stream gages' period of record.

9 Milestones
Sort Type Title Start End Status Modified By Modified Date
A EC Environmental compliance requirements complete Concluded Matthew Schwartz 7/6/2023 10:44:02 AM
Description: On-the-ground work associated with this work element cannot proceed until this milestone is complete. Milestone is complete when final documentation is received from BPA environmental compliance staff.
B PUBPROTOCOL Review, revise, and finalize study plan sample design protocol and methods in MonitoringResouces.org 12/1/2023 11/30/2024 Concluded Matthew Schwartz 7/6/2023 10:44:02 AM
Description: The Study Plan's Sample Design, Protocol and Methods for this work element are stored at MonitoringResources.org and need to be completed (i.e., "Finalized" through MonitoringResources.org), preferably prior to data collection. Preparations for contract renewals must include reviewing any previously finalized Sample Designs, Protocols & Methods to ensure that they are consistent with how work will be done in any subsequent contract.
C Suggested Implement Study Plan 12/1/2023 11/30/2024 Concluded Matthew Schwartz 8/17/2023 1:49:40 PM
Description: Implement the study plan's protocols and sample design consistent with the WE description and methods in the SOW. The start date of this milestone is used to set the completion date for the EC milestone.
D BackUp Secure data back-up 12/1/2023 11/30/2024 Concluded Matthew Schwartz 7/6/2023 10:44:02 AM
Description: Minimum requirements: Hard copies of field sheets and original dataloggers secured against fire and flood. At least daily data back-up of electronic data on a separate hard drive. Secure cloud-based or off-site location data back-up to preclude catastrophic data loss at least weekly. More frequent cloud/off-site back-up is greatly encouraged. [Timing guidance: from beginning to end of contract]
E Upload Yearly upload of error-checked datasets 12/1/2023 11/30/2024 Concluded Matthew Schwartz 7/6/2023 10:44:02 AM
Description: Upload datasets with associated metadata to a publicly accessible site each year as soon as they have been QA/QC checked. This generally happens within 6 months for direct field-to-database input, but may be longer if laboratory analysis is required (e.g., scale reading or genetic analyses). If data is not QA/QCed within 1 year, data must be made accessible with acknowledgement of QA/QC limitations. Periods for dataset collection should be no longer than a year, and coincide with the logical biology of the data collection, which may not be on a calendar year. Example of a dataset: redd counts for one species for one season for a particular brood year. Dataset upload requirements apply to both original and derived data, which should be at a level of quality suitable for release to resource co-managers to make decisions – not the rigor required as if you were going to use the data for a peer-reviewed publication.
F Monitor water bank lands 12/1/2023 11/30/2024 Concluded Matthew Schwartz 8/17/2023 1:49:40 PM
Description: Monitor lands from which water has been placed in the Water Bank using high altitude/remote sensing imagery and site visits to ensure non use. May require instream work to ensure proper administration of rentals by local water districts or to document long-term changes in local hydrologic conditions within primary beneficial reach as a result of instream rentals.
G Maintain 9 stream gages 12/1/2023 11/30/2024 Concluded Matthew Schwartz 8/17/2023 1:49:40 PM
Description: Maintain 9 stream gages on Lower Carmen Creek, Lower Bohannon Creek, Pratt Creek, Lower Lemhi Big Springs Creek, Patterson Big Springs Creek, Pahsimeroi River below P-9, Canyon Creek, Big Timber Creek, and Kenney Creek. Maintenance of previously installed pressure transducer stage recording stream gages to measure flows restored under Idaho WTP and related water acquisitions. Involves flow measurement every 6 weeks for rating curve development and adjustment. The gaging station consists of a submersed orifice bubbler, a data logger mounted in a steel box near the channel, and a staff plate affixed to a post or structure in the channel. The Big Timber, Pratt, Carmen, Kenney, Lemhi Big Springs, Pahsimeroi at P-9, and Canyon Creek gages will have telemetry to allow for remote access of the data to assist the watermaster with priority delivery.
H Conduct stream discharge measurements 12/1/2023 11/30/2024 Concluded Matthew Schwartz 8/17/2023 1:49:40 PM
Description: Conduct measurements with flow meter as needed to supplement gaging station data. Flow measurement will be taken with Sontec Flowtrackers or a StreamPro ACDP. Measurement will include setting up a transect with a measuring tape and taking velocity measurements at regular intervals. Conduct low flow measurements using salt dilution method.
I DELIV Produce accessible, error-checked datasets 11/30/2024 Concluded Matthew Schwartz 9/12/2023 2:29:22 PM
