Total budget for this work is $119,000 with the Milton-Freewater Water Control District providing $29,750 in cost share.

Purpose of this undertaking is to provide solutions to operational problems experienced by the Nursery Bridge fish ladder after construction in 2001.  Solutions will include devising ways to transport bedload through the adjoining stilling basins to eliminate blockage of ladder entrances; reduce debris and sediment accumulation within the ladder; provide a more permanent and reliable wtaer supply to the ladder; address erosion downstream of the ladder.  This is a 25% cost share with the Corps of Engineers and the Corps will manage the research project.  

Work already completed by the Contractor:
a. The Contractor shall provide a senior hydraulic engineer with training and experience in river mechanics and geomorphology to attend a site visit to the Nursery Bridge fishway facility near Milton-Freewater, Oregon lead by USACE personnel.  The site visit is planned for June 13, 2005 and will convene at the Walla Walla District office at 8:00 am.
b. Immediately after the site visit (extending until 5:00 p.m., June 13) and continuing from 8:00 am to noon the next day (June 14), the contractor's engineer shall meet with USACE personnel at the Walla Walla District office to discuss site visit observations and brainstorm solutions to operational problems.
c. Prior to attending the site visit, the contractor's engineer shall review government furnished information to get a preliminary understanding of the operational problems that have occurred at the fishway facility.
d. Following the site visit and discussion meeting, contractor shall provide a brief write-up and sketches summarizing key points and recommendations from the contractor's perspective.  The write-up is to be submitted by email to the Corps' Technical Lead POC (see paragraph 9.0) within 10 working days of the discussion meeting at the District office.

Work already done by the Corps included coodination associated with an interagency meeting to discuss the Corps' report of solution options and to reach agreement on ways to proceed.  Corps labor also included time and effort necessary in preparing and administering the task order to the contractor.  Another interagency meeting/site visit was conducted with the contractor prior to the contractor furnishing his recommendations.  Additional Corps labor has involved exercising an option to the task order for the contractor to participate with the Corps in preparing a detailed plan for solutions to include sequential phased approaches including design sketches and cost estimates.  The Corps has also proceeded with analyzing flows toward making recommendations for shutting the ladder down at certain flows while minimizing impacts to fish passage.

Expenditures to date for the above combined work (Corps labor and contract) is approximately $40,000.
