BACKGROUND:
The Oregon Department of Fish and Wildlife (ODFW) is collaborating with the Yakama Nations to transport approximately 1.0 to 1.2 million Coho smolts from Willard National Fish Hatchery (NFH) and Cascade Hatchery to Leavenworth National Fish Hatchery and other designated release sites.

Project Locations
This project is located at various federal hatcheries along Columbia River and acclimations sites near Leavenworth, WA in the Yakima sub-basin.

Work to be Performed
Specific Department activities under this contract include the transportation of approximately 1.0 to 1.2 million Coho.  Tasks associated with this objective are outlined below.

Objective
Coho smolts will be hauled at an approximate density of 1.0 pound of fish per gallon of water.  After consultation with Yakama Nation field staff, the driver will have the discretion redirect delivery to Leavenworth NFH if the conditions are unsafe. ODFW will coordinate closely with the Yakama Nation on all deliveries and truck size per release location well before the scheduled delivery date so that protocol modifications can be made and the probability of the programmed fish being delivered to the proper release location is maximized.

We intend to transport in mid to early March and finish in late March 2006.  If winter conditions persists in to March, the transfer may extend into early April 2006.

Approach  The ODFW will utilize federal and state equipment to transport Coho smolts to Yakama Nation acclimation sites in north central Washington (Wenatchee subbasin).  

Task 1.1.  
Willard NFH has approximately 550,000 Coho smolts.  Smolts are programmed for 20 fish per pound in size at the time of transport.  This is approximately 32,500 pounds of fish requiring up to 10 to 11 transport tanker loads.

Task 1.2.  
Cascade Hatchery has approximately 600,000 Coho smolts.  Smolts target size is 20 fpp at the time of transport.  This is approximately 30,000 pounds of fish requiring up to 10 transport tanker loads.  More loads (smaller trucks) will be required if remotes sites are selected for releases sites.

Task 1.3
Spring Chinook fingerlings may be transferred from Leavenworth Hatchery to Willard Hatchery on a return trip from Coho transfers.  ODFW disinfections guidelines will be applied to the tankers between species.

Task 1.4
ODFW shall have a mutually signed agreement with USFWS before fish are hauled which indicates that ODFW and USFWS understand and agree that the 500,000 spring Chinook salmon that will be hauled from Leavenworth Hatchery by ODFW shall be received by ODFW solely at USFWS risk.  Both BPA and ODFW shall be held harmless in the event of any unforeseen occurrence or damage to said cargo.  ODFW and BPA shall exercise due diligence to protect said cargo.
