****** Aug 2012 amendment (CCR-27904): This amendment expands the SOW for:
- WE J. Expanded Operational Support ($12,000)
- WE K. Expanded Technical Support and Training ($8,500)
- WE L. Expanded System Improvements ($9,500)
The budget is increased by $30,000 to accommodate the expanded SOW. The purpose of the amendment is to increase the capacity of the data system and to support generation of 2012 site-level metrics.
****** April 2012 amendment (CCR-26887): This amendment expands the SOW for WE G. System Improvements and WE I. Handheld Data Logger Improvements. The budget is increased by $50,500 to accommodate the expanded SOW. The purpose of the amendment is to add new functionality to the CHaMPMonitoring.org website that will result in improved program and watershed-level management, update metric creation procedures to support the analytical framework, expand the data quality assurance workflow, support uploading of additional measurement data, and support acquisition of GIS data layers.
****** March 2012 amendment (CCR-26495): This amendment does not involve changes or additions to any work elements. The purpose of the amendment is only to reformat to the line item budget and include the budget category for "Office Services".
This contract is a continuation of work started by Steve Rentmeester of Environmental Data Services to design, build, implement, deploy, and support a data management system to support the Columbia Basin Habitat Monitoring Program (CHaMP). In its first year (calendar year 2011), Steve subcontracted with Sitka Technology Group, to do the majority of the work on the contract (52672). Starting in calendar year 2012 (period covered by this contract), this work will be serviced by Sitka Technology Group directly. NOTE: There is no property under the EDS's contract 52672 and therefore, there is no property inventory associated with this SOW.
In this second year of the system, we will continue to support the same functions, however some of these functions we will enhance based on feedback from the first year of implementing CHaMP. We will also add support for a few new functions - for details, see this contract's work elements.
This contract also covers the hosting and management (real-time monitoring, backup, security, etc.) of the champmonitoring.org system.
DATA MANAGEMENT ADVISORY GROUP
This contract requires oversight/insight from the CHaMP Data Management Advisory team. This team is responsible for reviewing and providing feedback on the priorities, requirements, and proposed designs of the CHaMP Data Management system (includes supporting pre-season, in-season, and post-season activities). We also need their engagement in early testing, beta testing (which may require testing in the field). To be clear, Sitka has an obligation to provide this team regular opportunities for input and efficient processes for collecting that input on early designs and early software versions. This Advisory Group then has an obligation to provide feedback in a timely fashion in order to give Sitka ample time to address the feedback and make necessary changes. The latter work elements in this contract include milestones that describe these opportunities for collaboration as well as prescribe timelines.
For 2012, this team is comprised of: Mike Ward, Chris Jordan, Carol Volk, Boyd Bouwes, Andy Hill, and Rueben Miller. As need arises, we may call upon and require the input from other members of the broader CHaMP team.
