Contract Description:
The Crystal Springs Planning and Operation/Maintenance is an ongoing Fish Accord project implemented to begin the preliminary design and planning for the Crystal Springs Hatchery and satellite weir facilities proposed for the Yankee Fork Salmon River and Panther Creek.  Contract Year 2012 funding is proposed to be used for completing Steps 1, 2, and 3 of the Council's 3-Step process, finalize consultation with the NMFS on a hatchery genetics management plan for the proposed artificial production actions, produce environmental compliance documentation and perform routine administration of the contract.  It is anticipated that the majority of preliminary permit coordination, stakeholder and co-manager coordination, and response to ISRP concerns with the proposal will occur during the upcoming contract year.  The Tribes propose to utilize funding to accomplish minor construction tasks from the capital allocation; provided that approval is granted to begin said activities.
