FY 2013 STATEMENT OF WORK
Background
The Umatilla Fisheries Restoration Program is a comprehensive plan to re-establish salmon runs and enhance summer steelhead runs in the Umatilla River basin. Projects associated with this plan include artificial production, new ladders and screens, fish trap and haul, and stream habitat and flow enhancement. The Umatilla Basin artificial production program consists of Umatilla Hatchery for fish production and satellite facilities for adult holding and spawning and juvenile acclimation/release. As fisheries co-managers, ODFW currently operates the Umatilla Hatchery and CTUIR, under this project, operates the satellite facilities.
Minthorn, Imeques C-mem-ini-kem, Thornhollow, and Pendleton were completed in 1985, 1994, 1995, and 1999, respectively, and are used for temporary holding (acclimation) and release of juvenile salmon and steelhead. Bonifer was completed for juvenile acclimation and release in 1983, however; it has not been used since 2003. Minthorn is also used to hold and spawn adult summer steelhead collected from Three Mile Dam on the Umatilla River. Three Mile Dam Adult Holding and Spawning Facility was completed in 1996 and is used to hold and spawn coho and fall Chinook adults. The South Fork Walla Walla Adult Holding and Spawning Facility was completed in 1997 and is used to hold and spawn spring Chinook adults. The operation of these facilities is closely coordinated with ODFW and is detailed in the Umatilla Hatchery and Basin Annual Operation Plan.
Project Goal
This project provides for the operation and maintenance of both juvenile and adult satellite facilities. The goal of the project is to assist in achievement of Umatilla Basin adult salmon and steelhead return goals by increasing smolt-to-adult survival/returns through acclimation of juvenile salmon and steelhead in natural production areas in the Umatilla River basin and operating adult holding and spawning facilities to provide adults for outplanting program and salmon and steelhead eggs for the Umatilla production.
Location of Project
The project includes seven satellite facilities located in the Umatilla and Walla Walla River basins in Umatilla County, Oregon. Bonifer is located adjacent to Meacham Creek at river mile (RM) 2. The pond spills into Boston Canyon Creek, which flows approximately 20 yards before entering Meacham Creek. Meacham Creek flows into the Umatilla River at RM 79. Minthorn is located approximately four miles east of Mission, Oregon. The facility is located near the mouth of Minthorn Springs Creek, which enters the Umatilla River at RM 63.8. The Pendleton, Thornhollow, and Imeques facilities are located on the Upper Umatilla River at RM 56, 73.5, and 79.5, respectively. The Three Mile Dam facility is located on the lower Umatilla River at approximately RM 3. The South Fork Walla Walla facility is located east of Milton-Freewater, Oregon. The facility is located on the South Fork Walla River at approximately RM 7.
BPA-Furnished Property
· Bonifer - The facility is located on privately owned property leased by BPA. The facility consists of a 1.75 acre earthen pond and concrete water outlet control structure which also functions as a fish trap and fish release channel. As mentioned however, it has not been used for juvenile acclimation since 2003.
· Minthorn - The facility is located on tribally owned property. The facility includes two concrete raceways, pump station with two 10 h.p. vertical mixed flow pumps, 30 KW standby generator, water outlet control structure which also functions as a summer steelhead broodstock holding area, and two storage buildings.
· Imeques - The facility is located on BPA owned property. The facility includes a water intake structure with automatic screen cleaner, water headbox/distribution system, two storage buildings, four acclimation ponds, and water outlet and fish release structure.
· Thornhollow - The facility is located on BPA owned property. The facility includes a water intake structure with automatic screen cleaner, pump station with three 15 h.p. vertical mixed flow pumps, 60 KW standby generator, water headbox/distribution system, two storage buildings, two acclimation ponds, and water outlet and fish release structure.
· Pendleton - The facility is located on state (ODFW) owned property. The facility includes a water intake structure with automatic screen cleaner, pump station with three 30 h.p. vertical mixed flow pumps, 80 KW standby generator, water headbox/distribution system, storage building, four acclimation ponds, settling pond for pond cleaning, and water outlet and fish release structure.
· Three Mile Dam - The facility is located on Bureau of Reclamation owned property. The facility includes a water intake system with automatic screen cleaning, pump station with four vertical mixed flow pumps (1-10 h.p., 1-20 h.p., 2-25 h.p), six adult holding ponds, mechanical fish crowder, visitor facilities including restrooms, 125 KW standby generator, and chemical storage, bunkhouse and spawning buildings. The bunkhouse includes two bunk rooms, kitchen area, office space, shop and restrooms. The spawning building includes a fish lift, electroshock anesthesia system, sorting and spawning facilities, wet and dry storage/work rooms, walk-in cooler and restroom.
· South Fork Walla Walla - The facility is located on BPA owned property. The facility includes a water intake system with automatic screen cleaning, pump station with three vertical mixed flow pumps (1 - 30 h.p, 2 - 200 h.p), ozone water treatment system, settling pond, five adult holding ponds, mechanical fish crowder, 350 KW standby generator, chemical storage and spawning buildings and two homes for nite watch personnel. The spawning building includes a fish lift, electroshock anesthesia system, sorting and spawning facilities, wet and dry storage/work rooms, walk-in cooler and restroom.
BPA holds the water right permits for South Fork Walla Walla, Thornhollow and Imeques facilities.

Submit Progress Report for the period (Jan 2012 to Dec 2012)
The progress report summarizes the project goal, objectives, hypotheses, completed and uncompleted deliverables, problems encountered, lessons learned, and long-term planning. Examples of long-term planning include future improvements, new directions, or level of effort for contract implementation, including any ramping up or ramping down of contract components or of the project as a whole. Date range Jan. 2012 to Dec. 2012.

The Contractor shall report on the status of milestones and deliverables in Pisces. Reports shall be completed either monthly or quarterly as determined by the BPA COTR. Additionally, when indicating a deliverable milestone as COMPLETE, the contractor shall provide metrics and the final location (latitude and longitude) prior to submitting the report to the BPA COTR.
Broodstock will be collected and spawned to produce a total of 810,000 BY13 spring Chinook smolts (660,000 for harvest program & 150,000 for conservation program) for releases into the Umatilla River Basin.
Beginning in late January, the remaining 235,000 BY11 fish (from previous contract) for the harvest program will be acclimated in the two remaining ponds at Imeques. The expected BY11 release for the harvest program is 720,000 smolts and 166,000 for the conservation program. The conservation program group is direct stream released.
Approximately 529 spring Chinook will be held at South Fork Walla Walla for spawning - Broodstock are collected at Three Mile Dam on the Umatilla River and transported to South Fork Walla Walla by Fish Passage Operations personnel. The goal is to hold 508 adults at a male to female ratio of 1:1. Jacks will also be collected at a rate of one for every 10 adult males, for a total of 21. The green egg goal is 180,000 for the conservation program and 806,000 for the harvest program.
Beginning in November, two groups of approximately 235,000 BY12 fish each from the harvest program will be acclimated at Imeques and Thornhollow for over-wintering.
Broodstock will be collected and spawned, producing 480,000 yearlings fall Chinook and 600,000 sub-yearling fall Chinook for releases in the Umatilla River Basin.
Approximately 768 BY13 fall Chinook salmon adults will be collected and held at the Three Mile Dam facility for spawning. The green egg goal is 1,071,000.
In mid-February, an unmarked group of 240,000 BY11 juvenile fall Chinook for Conservation and a marked group of 240,000 juvenile fall Chinook for Harvest/mitigation will be transported from the Umatilla Hatchery (proj 1989-035-00) to Pendleton for acclimation and released in mid-March.
Depending on river flows and temperatures, ODFW staff will transport approximately 600,000 FY12 sub-yearling fall Chinook from the Umatilla Hatchery in mid to late May and UHSF project staff will assist with the releases at Reith Bridge direct release site.
Broodstock will be collected and spawned to produce 150,000 juvenile summer steelhead smolts for acclimation and releases into the Umatilla River Basin.
Summer steelhead broodstock will be held at Minthorn for spawning in spring 2013. The goal is to collect and hold 41 adults in fall 2012 and 59 adults early 2013 to meet BY13 production goals.
In spring 2013, two groups of 50,000 juvenile summer steelhead each will be acclimated at Minthorn and Pendleton (BY12). The fish will be held for approximately three weeks beginning in early April then forced out in late April. ODFW will sample the fish for length and weight the day of release. A third group of 50,000 summer steelhead smolts will be direct stream released near the Bonifer site in late April. Factors such as transport schedule and river and weather conditions will affect the actual release schedule.
Beginning in October 2013, 59 adult summer steelhead will be collected and held at Minthorn for spawning in spring 2014.
Broodstock will be collected and spawned to produce 1,000,000 juvenile coho salmon smolts for release into the Umatilla River Basin.
Approximately 1,023 BY13 coho salmon (including jacks) will be held at Three Mile Dam for spawning. The goal is to collect approximately 990 adults at a male to female ratio of 1:2. Jacks will also be collected at a rate of one for every 10 adult males. The green egg goal is approximately 1,980,000, with the expectation to yield 1,050,000 eyed eggs for production.
Approximately 920,000 BY 2011 coho salmon smolts will be transferred to the four Pendleton acclimation ponds in mid-March 2013. One pond of 250,000 smolts will be released in late March and the remaining three ponds of fish, totaling 750,000 smolts will be released in mid-April. ODFW will sample the fish for length and weight the day of release. Factors such as transport schedule and river and weather conditions will affect the actual release schedule.
Maintain Artificial Production Facility/Infrastructure
Maintain all hatchery satellite facilities
Repair, service, and maintain electrical and mechanical equipment, ponds, pumps, water supply systems, screens, fencing, fishways, buildings and grounds at all UHSF facilities. These include: Imeques, Thornhollow, Minthorn, Pendleton, Three Mile Dam, SF Walla Walla, and Bonifer. Other maintenance will be conducted as necessary. Work will be performed in cooperation with Umatilla Fish Facilities O & M personnel throughout the project year. Bonifer will not be used for acclimation in 2013.
Assist in collection of samples from adult fish for disease analysis
Assist in collection of reproductive fluids and tissue samples from summer steelhead, spring and fall Chinook, and coho salmon broodstock. The samples will be analyzed by the ODFW Eastern Oregon Fish Pathology Laboratory for disease analysis.
Begin Environmental compliance process for FY13 maintanence needs at Thornhollow intake
The water intake structure for the Thornhollow acclimation facility fills with rock and cobble on an annual basis which interferes with the amount of water available for the facility to acclimate fish and reduces the efficiency of the automatic hudrorake screen cleaning system. We would like to begin the environmental compliance process in order to design and implement an instream fix to this problem during the 2013 in-water work period. Initial design concepts include the addition of a rock weir or wood structure above the intake to keep debris clear of the water intake.
Participate in Umatilla Mgmt & M&E Oversite Committee coordination meetings
Provide input at Umatilla Management and Monitoring and Evaluation Oversite Committee coordination meetings. Meetings will be held monthly or as often as needed.
Submit next year's SOW, Budget, and Property Inventory to the BPA COTR. Attend needed trainings as available on hatchery maintenance activities, i.e. small pump repair, electrical circuits, etc.
