The StreamNet Regional Library (name change pending) is administered by the Columbia River Inter-Tribal Fish Commission under the Columbia Basin Fish Accords. The library maintains a close partnership with the PSMFC StreamNet Project.  We contribute reference document data to the project. The StreamNet Library also submits annual report information to the PSMFC StreamNet Project (1988-104-00) for inclusion in the projects annual report. The state agencies for Oregon, Washington, Idaho and Montana along with the U.S. Fish and Wildlife Service share responsibility for the StreamNet Regional database and provide the source documents which are housed in the StreamNet Library. In addition to working with PSMFC StreamNet, the Library also works with the Tribal Data Network (2008-507-00: name change pending), also administered by the Columbia River Inter-Tribal Fish Commission, to gather data and information sources from the Columbia Basin tribes for inclusion in the PSMFC StreamNet Project databases and StreamNet Library collections as part of the Columbia Basin Fish Accords and FCRPS BiOp.

The StreamNet Library serves the natural resources community of the Pacific Northwest and those researchers working in cooperation with the region's fish and wildlife recovery efforts who are not otherwise served by a research library. We also serve the General public who are interested in the issues surrounding the Columbia Basin and salmon recover efforts. The library offers research assistance, interlibrary lending and borrowing, document delivery, full-text database access and other library services.

The library provides access to technical information and research on Columbia River Basin natural resources, especially the fisheries. We also provide information on ecosystems and other relevant subjects for states and provinces in the Pacific Northwest (Northern California through Alaska, Idaho, Montana and British Columbia). This information can be found in books, journals, computer files, technical reports, and other formats. the library currently contains approximately 60,000 items and places particular emphasis on less commonly available 'grey' and 'black' literature, such as consultants' reports, state, local and tribal government documents and non-profit organizations' reports.

Usage statistics for FY2013 are projected to be about 7,000 direct requests for information as well as approximately 1,000 articles supplied via subscription databases. In addition, we are capturing electronic copies and creating digital copies of documents for researchers. Our website and social media outreach has created a large audience which helps more patrons find our collections and request our services.

The following Work Elements define the library functions:

1. WE 158 Transfer/Consolidate Regionally Standardized Data. The library acquires information resources from many different sources, including all levels of government agencies, consulting firms and a variety of not-for-profit organizations. These materials are in additions to the StreamNet Project database reference source documents which are required to be deposited with the library. These materials are all cataloged (metadata development) and searchable through the library’s online catalog (http://catal.streamnetlibrary.org). The records created in the catalog also link to electronic copies as they are available.

2. WE 160 Create/Manage/Maintain Database. The StreamNet library maintains a database (web catalog) containing the inventory of the library collections. This database also serves as an index of metadata for the electronic documents found on the library website as well as across other digital repositories. The library catalog combines information from a large number of digital repositories so researchers are able to retrieve materials with fewer searches. This library database is stored in XML format and is accessible to Internet search engines as well as the search functions included in the software. The library provides assistance with metadata development and serves as a resource for our patrons.

3. WE 161 Disseminate Raw/Summer data and Results. The StreamNet Library provides information services to patrons throughout the Pacific Northwest and beyond. Staff has access to research databases, compile bibliographies, and locate source documents for researchers. IN addition, we answer a wide variety of questions from school children through high-level researchers looking for specific data points. In FY 2014 we will continue to attend conferences and workshops to share information on our resources.

4. WE 189 Regional Coordination. The CRITFC StreamNet Library participates on various committees and regional groupers to coordinate data collection and research throughout the Columbia Basin. The library coordinates with other libraries around the world to provide information and resources on fisheries and natural resources to all researchers. We deposit documents with the Aquatic Commons (http://aquaticcommons.org), a digital archive project sponsored by IAMSLIC and IODE. The library also offers bibliography development for Columbia Basin Fish and Wildlife Program participants. We continue to develop a comprehensive bibliography on Pacific lamprey. We are also piloting a program to georeference documents to allow searching via GIS layers.

5. WE 99 Outreach and Education. The StreamNet Library provides education materials at various local events to promote both the library as well as knowledge about natural resources in the Pacific Northwest. We continue to provide information as outreach through social media sources such as Twitter and Facebook in order to ensure the widest dissemination of relevant information. During FY2014, we would like to develop First Foods resource kits for use by area teachers.  Eventually, we’d like to have these available to distribute to public libraries that are used by the tribes.  We continue to provide chat reference on a regular schedule through the Oregon Libraries Network (http://www.oregonlibraries.org).  Text reference also continues to be offered on a statewide basis through Oregon public libraries.

6. WE 119 Manage and Administer Projects. Management tasks include budget development, expenditure tracking, personnel supervision, and management of project activities to accomplish tasks in the statement of work.

7. WE 132 Produce (Annual) Progress report. An annual report of library accomplishments and lessons learned will be prepared to describe how the library has provided service over the previous fiscal year. This report is combined with the PSMFC StreamNet Project annual report for submission to BPA.

8. WE 185 Periodic Status Report. The library completes and submits quarterly and final status reposts in the Pisces system.
