This contract purpose is to improve and expand the CHaMP data system that has been developed by Sitka Technology Group during the period 2011 - 2014. In this fifth year of the system, we will continue to support critical core system functions and seek to make these system functions more effective and efficient based on feedback from the field crews, program management, analysts, and researchers. This contract also provides funding to create an integrated metric database and web application that will serve to combine 20 identical and 2 similar CHaMP and PIBO tributary habitat metrics for which crosswalks have been developed in a common data store and graphically display/share those metrics via a web application. This work will require Sitka to collaborate with BPA Managers and CHaMP Program Managers via lightweight design techniques and broadsheets to define/clarify suitable approaches for rendering CHaMP program outputs.
This contract also funds the FISMA compliant hosting, online data storage, and ongoing technical management (real-time monitoring, penetration testing, backup, security, etc.) of the champmonitoring.org data system itself, the integrated metrics web application, and the procurement of third party elastic compute services to accommodate the high computational needs of running 2D/3D hydraulic models on roughly 2,000 CHaMP topographic surveys.
Finally, this contract provides a basic amount of funding to repair, replace, and actively manage the inventory of iPad data loggers in use by the CHaMP field crews. These iPads were purchased under the FY14 Sitka Technology Group CHaMP contract (#63166).
This contract has an overlapping performance period with contract #63166 during the month of October 2014. With the exception of activities directly related to work element L, "Construct Integrated Metric Database and Web Application", no work is authorized to be performed under this contract until November 1, 2014. This restriction overrides and supersedes any language in this SOW that may indicate or infer otherwise.
DATA MANAGEMENT ADVISORY GROUP
This contract requires oversight and advice from the CHaMP Data Management Advisory Group (DMAG). This team is responsible for periodically reviewing and providing feedback on the priorities, requirements, and proposed designs of the CHaMP data management system (includes supporting pre-season, in-season, and post-season activities). We also need their engagement in early testing and beta testing (which may require testing in the field). Sitka has an obligation to provide this team regular opportunities for input and efficient processes for collecting that input on early designs and early software versions. The DMAG then has an obligation to provide feedback in a timely fashion in order to give Sitka ample time to address the feedback and make necessary changes. The latter work elements in this contract include milestones that describe these opportunities for collaboration as well as prescribe timelines.
For 2015, this team is composed of Sarah Walker, Chris Jordan, Carol Volk, Boyd Bouwes, Andy Hill, and Steve Fortney. As need arises, we may call upon and require the input from other members of the broader CHaMP team.
