This contract funds work efforts in support of the PNAMP-sponsored Monitoring Resources (MR) tools and databases, as well data management activities in support of BPA’s Action Effectiveness Monitoring program (AEM). Work elements within this contract individually identify whether the work element is in support of Monitoring Resources, AEM, or is more general / administrative.
* Monitoring Resources *
The portfolio of Monitoring Resources tools (Monitoring Methods, Site Manager, Sample Designer, Monitoring Advisor) are all sponsored by PNAMP, thanks to funding by BPA and other agencies and organizations including USGS, BOR, and BLM.
Initial development of these tools was funded under BPA projects 2004-002-00 and 2008-727-00 and development work was subcontracted by USGS in previous contracts under those projects. In FY16, the PNAMP staff that provided project oversight and management for the USGS subcontracts will continue to provide input for the project and guidance on work activities throughout FY16. PNAMP will also continue to engage its partners and participants to solicit feedback and in conjunction with Sitka, training and technical/user support of the tools. PNAMP staff time will be supported under their current contract (#68050) and a future contract (starting 2/1/2016), both under project 2004-002-00.
This year’s contract devotes less funding for development of new tools than prior year’s contracts, instead focusing available funds on O&M activities and addressing unresolved requirements and requests with existing tools. A modest amount of funding is identified to be able respond to high priority but relatively small system improvement efforts that may be identified by BPA and PNAMP.

* Action Effectiveness Monitoring *
As mentioned previously, this contract also funds data collection and data management activities in support of BPA’s Action Effectiveness Program (AEM). Funding from prior contracts provided the AEM program with the ability to leverage the investment made in the CHaMP data management system to support enterprise-class data collection and data management activities for the AEM program at a small fraction of the cost and schedule required in the CHaMP project. Although reusing the CHaMP data management system saved BPA much time and money, the current implementation is not a perfect fit for the AEM program. There are a handful of development tasks that remain in order to meet the functional requirements of the AEM program. This contract provides the funds necessary to complete the functional improvements identified by AEM sponsors and provides for Operations and Maintenance (O&M) activities.
