C: 165 - NEPA Consultation for Bridge Creek IMW for 2014
Description:
BLM in Prineville, OR has requested assistance from ISEMP to develop an Environmental Assessment (EA) as part of the requirements for the NEPA Consultation for Bridge Creek IMW restoration work planned in 2015. Note that this EC documentation is for future restoration work and current restoration maintenance and monitoring is covered under our current compliance documentation (covered in Work Element B of this contract).

The Bridge Creek IMW work is shared with EcoLogical Research. South Fork Research is responsible for the riparian planting and monitoring, groundwater well monitoring, climate data stewardship, and permitting related activities while ELR is responsible for fish, geomorphological, in-stream habitat, and temperature monitoring, along with actual restoration implementation actions. SFR and ELR work together closely to coordinate the individual monitoring efforts.

Description: A project risk determination shall be made before the Sponsor begins preliminary design activities. COTR or EC Lead will add the applicable milestones after the EC Lead has made the risk determination. The EC Lead will provide the Sponsor with the required list of conservation measures (Checklists) at this stage. Examples of activities posing a threat to lamprey may include (this list is not intended to be all-inclusive): aquatic habitat improvements, fish passage improvements, culvert replacements, water diversions, altered management of water flows, dewatering of any portions of streams, or alteration of irrigation practices. Description: BPA must initiate the Sec. 106 consultation – sponsors cannot do this themselves. Provide the EC Lead with appropriate information to help them initiate Sec. 106 consultation (examples include maps, a detailed project description, GIS data, etc.). Provide this information to your EC Lead early to avoid affecting your construction schedule. Section 106 consultations typically take 4 months to complete, assuming access is available for survey fieldwork (e.g., weather permitting). If the EC Lead and sponsor have agreed that the sponsor will be responsible for contracting out some of the compliance work (such as surveys), the EC Lead will assist the project sponsor in drafting a SOW for the contract to ensure that the appropriate methodology and deliverables are included. Survey methods and the area of potential effects map needs to be shared and reviewed by BPA archaeologists and the SHPO prior to initiation of cultural resources fieldwork. The EC Lead will include this information in the letter initiating consultation with the SHPO/THPO and tribes. Draft cultural resource survey reports must be submitted to the BPA archaeologist for review. Any comments resulting from this review need to be addressed in the final report. BPA, or another federal cost share partner if they have been determined the lead for consultation, has the sole authority to submit the final survey report to the SHPO/THPO. Submitting these reports yourself or having your consultant submit them will only result in delays to your approval.
