H: 175 - Preliminary Survey and Feasibility Work
Description:
The Estuary Partnership employs multiple methods for identifying restoration projects including targeted and opportunistic.

The Estuary Partnership will work with PC Trask, landowners, and local watershed groups to develop projects that meet BPA funding requirements. The Estuary Partnership will develop a list of priority projects with PC Trask and conduct preliminary on-the-ground investigations including outreach to landowners and other stakeholders. Under this task, the Estuary Partnership will research outside funding opportunities as cost share for the Clatskanie project. The Estuary Partnership will coordinate this task closely with the BPA COR and engage PC Trask through the project development process for evaluation of cost/PBU and potential for implementation. Preliminary survey work and site analysis is necessary for projects that the Estuary Partnership investigates.

These projects are proposed for implementation in 2024-2025 as approved by BPA. Design will focus on alternatives development, habitat objectives and preliminary surveys and conceptual design ideas.

Description: Develop conceptual strategy, restoration approach, and/or preliminary design. Submit conceptual design and expected construction start date to the COR and EC Lead for review. At 15%, coordinate with BPA to schedule a site visit to review project concepts, goals, and objectives. . A typical site visit will include review of limiting factors and pertinent studies or reports that document restoration targets for implementation. Additional data that may be presented and reviewed (e.g., high resolution aerial photography, topographic maps, soil maps, or GIS/CAD data layers).
