Title:
F: 114 - Initiate Future New CREP Agreements with Landowners, NRCS, SWCD & FSA
Description:
New 10 to 15 year CREP agreement(s) will be initiated for future implementation resulting in either riparian protections or new riparian fence exclusion funded through the FSA. BPA funding is utilized only to cover CREP technician time for conducting outreach, and initiating CREP agreement(s) to be finalized in the following contract year. Future fencing installation, riparian planting and other management actions are funded by the FSA through a contract with the landowner. The landowner will responsible for all implementation, once the CREP agreement is finalized.

The location of these fencing and/or riparian buffer contracts has yet to be determined. However, the CREP technician will seek to implement agreements in areas of Essential Salmonid Habitat (ESH) (https://www.streamnet.org). Once the proposed CREP agreement has been identified the location will be provided to the BPA Contracting Officer Representative (COR) for approval prior to expending BPA funds on the CREP development. If the proposed location is outside of the area of ESH a justification will be provided detailing the fish habitat benefit.

Priority projects are those evaluated and selected on the basis of criteria derived from a conceptual strategy, restoration framework or implementation work plan. A project list template is available from your COR. You may use an alternative reporting template providing it conveys the required detail.

Description: Coordinate with the BPA COR, Habitat Area Lead (HAL) and EC Lead for large, complex, or multi-year habitat restoration projects before including the project in the SOW, or developing a design. Coordination for these types of projects could include holding coordination meetings; leading site visits; and/or including the COR and EC Lead at annual reviews, solicitation meetings, or other sponsor-lead evaluations. Assure that project design review and approval, and funding commitments, are fully vetted with BPA staff; timely environmental compliance clearance for planned work requires the earliest possible coordination.
