I: 40 - Install fencing
Description:
Complete design, layout and installation of riparian fencing consistent with contracts developed on lands to protect water quality and ESA species. Construct riparian fence within priority areas in Tenmile, Couse, and Asotin Creeks and Grande Ronde and Snake Rivers and their tributaries.

Deliverable Specification:
Livestock riparian, protection, and cross fencing shall be installed and maintained for the life of the project specified in the landowner contract, usually between 10-20 years. Amounts of cost share depend on difficulty of fence project. Asotin County Conservation District Board shall approve rates and they will be listed in the Eligible Practices and Cost-Share Rate forms. BPA funds are used to provide up to 90% cost-share for riparian and protection fence. Occasionally BPA funds are used to provide 100% if a project is CREP eligible but is not feasible due to the buffer requirements. BPA funds are used to provide up to 75% cost-share for cross fence.

Riparian and upland fencing are per NRCS Standard Specification #382: Fence. The entire fence specification is approximately 50 pages in length and is therefore not included within this statement of work. This specification includes many types of fencing, including riparian and upland fencing, which are detailed individually within this overall specification.

Specific areas that are candidates for fencing are unknown until the landowners contact the District. Knowledge of the fencing availability by the landowner is based on advertising of available programs and the District working with the local landowner. The landowner works with the District on a voluntary basis once the landowner indicates that fencing is needed or desired. The District evaluates the site, in conjunction with NRCS staff, to determine the best fencing type and location for the specific site.
