Covers work by the contractor to manage project contract. Also covers administrative work in support of BPA's programmatic requirements such as metric reporting, financial reporting (e.g., accruals), and development of an SOW package (includes draft SOW, budget, and spending plan)

Work will include contract development for the project's second year.
