Comment: During FY2006, a review of all capital funded projects was performed to ensure compliance with the BPA policy. This review identified the Chief Joe Hatchery #2003-023-00 and Northeast Oregon Hatchery #1988-053-01 were being capitalized, but these projects did met the BPA capital policy because they had not reached Step 3 of the Council's 3-step process. However, it was decided in FY2006 by the Financial Operations Manager with the concurrence of the Chief Financial Officer to continue to capitalize the Chief Joe Hatchery project with capital funding since the project is expected to be completed in the furture with step 3 construction to begin in FY2007 and for the following reasons: All of the work is required to construct the hatchery to an operational state; the project cost is included in the rate case to recover the costs over time; the construction exceeds the $1 million threshold; there is a future benefit defined by fulfilling a legal obligation of the FCRPS. Capital funding approval submitted by BPA COTR. The COTR, COTR's Manager and BPA Accountant certified that the request meets the BPA F&W capital policy and is approved for capital funding (if capital funds are available).
