Comments: Continue implementation considering ISRP comments and with the following qualifications: (1) continue to build out the Monitoring Framework to help quantify benefits of water instream; continue to work on compiling data that illustrates progress in each river system toward meeting flow targets and cumulative impacts, and (2) continue to work with the program habitat restoration implementers to coordinate and fish and habitat work. Bonneville to fund the program at the Council planning budget of $5,223,985 per year under two- year contracts beginning in FY 2020.
Part 3, Project-Specific Recommendations:
1.Continue implementation considering ISRP comments and with the following qualifications: continue to build out the Monitoring Framework to help quantify benefits of water instream; continue to work on compiling data that illustrates progress in each river system toward meeting flow targets and cumulative impacts; and, continue to work with the program habitat restoration implementers to coordinate fish and habitat work.
2. Bonneville to fund the Columbia Basin Water Transactions Program at or above the Council planning budget of $5,223,985 per year under two-year contracts.
3. Bonneville will issue two-year contracts with the Columbia Basin Water Transactions Program administrator beginning in FY 2020.
