[Argument for yes: tribe/BIA is authorized, if not required, to address health of reservation land, so like any other governmental landowners, eg FS, state, expect some cost share; argument for no: tribe/BIA may be authorized, but assuming no specific requirement to conduct this channel realignment work, and giving deference to tribal trust/other tribal policies, no cost share necessary].
