Contract Description:
The State of Washington Department of Ecology (Ecology) issued Amended Temporary Permits to conduct long duration well field monitoring and to authorize beneficial use for continuous fish propagation for the Cle Elum Hatchery associated with Water Right Applications No. G4-32504 and No. G4-32414 on June 15, 2007. The amended permits requires further collection of groundwater data during hatchery operations and reporting requirements. Without the additional groundwater data, Ecology cannot issue a final permit to extract groundwater for hatchery operations and thus the option to use groundwater for hatchery operations will be eliminated.  

This contract presents tasks planned over the next 4 years (through December 31, 2013) to comply with the on-going monitoring and reporting of observation well water level data and preparation and submission of Well Field Monitoring reports as required in the Amended Temporary Permits.   Monitoring activities were extended as the aquifer used for hatchery well water has not returned to levels that existed prior to operation of the hatchery wells. The aquifer appears to be stabilizing within predictable levels each year although not at the levels previously observed.  Therefore, additional monitoring and reporting activities along with trend analyses were included in the amended permit requirements to demonstrate that beneficial use can be managed to achieve the non-consumptive parameters of the application and permit during normal hatchery operations.   Real time monitoring will result in producing daily and monthly reports for well field performance.   Data collected will provide a basis for addressing further losses if they continue to occur.  

Contract activities include:

Production Well Monitoring & Reporting (Permit Conditions 5.3):
1.  Daily monitoring and reporting of pumping rates and volumes for normal facility operations are required during the duration of the permits.  
Contractor will provide technical concurrent review of the water use data collected and submitted by the Hatchery staff (Permit Conditions 5.3.2.c) to Ecology by July 15 and January 15 each year through July 15, 2013.  


Observation Well Monitoring & Reporting (Permit Conditions 5.4):  
1.   Monitoring and reporting of observation well water level data are required during the duration of the permits.
Contractor will provide technical analysis of observation water level data collected by Hatchery staff and submit semi-annual reports to Ecology by July 15 and January 15 each year through July 15, 2013.  

Well Field Monitoring and Reporting (Permit Conditions 5.5)
1. Hourly monitoring and reporting of pumping rates and volumes for normal facility operations are required during the duration of the permits.
Contractor will provide technical  analysis of the water use data collected by Hatchery staff and submit Well Field Monitoring report to Ecology by July 15, 2012
