Work proposed in this statement of work will allow completion of three projects that are ongoing from contract # 57289. Change in ownership of several properties involved in the project for P-16 slowed progress. However, the benefits were increased by then change in ownership. In addition P-16 diversion and sections the pipeline is on the BLM land. The Environmental Assessment development has been much slower than anticipated and was not completed prior to the close of previous contract. All design work is complete. All consultation is complete on the private ground. This pipeline is sized to 8 cfs of the total 21 cfs allowed at this point of diversion with a 13 cfs savings that will remain in-stream in the Pahsimeroi. An additional 11.94 cfs from Big Creek will no longer be diverted and will remain in stream in Big Creek.

P-13 is an un-screen diversion in the Pahsimeroi that is currently a fish barrier. It also intercepts Sulphur Creek, Big Springs Creek and fully de-waters the historic channel of the Pahsimeroi. By working with the three landowners within this system to find alternative irrigation water source this barrier will be removed and several other tributaries reconnected including Sulphur. Delays in gaining landowner approvals and completing the cultural surveys delayed this project. All consultation is complete for the irrigation components of the project. The only remaining item to complete consultation on will be the physical removal of the P-13 ditch and structure and to reconnect the historic channel of Pahsimeroi and Sulphur Creek. Increased in stream flows for this project will be approximately 11 cfs. In addition two reconnects will be accomplished when the P-13 Ditch is closed and all diversions will now have criteria fish screens from the mouth of the Pahsimeroi to Furey Lane.

The next diversion upstream from P1-3 that was to be addressed was P-14 which was recently retired by the owner as a part of the Sulphur Creek project completed in last year’s contract.  P15 will also be closed as part of the Cross Ditch project that will also screen the last unscreened diversion on Patterson/Big Springs Creek.  A new screen will be installed by IDFG. The district will assist in the installation of a sprinkler irrigation system and pipeline that will leave an additional 5 cfs in Patterson/Big Springs Creek and 4.4 cfs additional flows in the Pahsimeroi.  The final step is the replacement of the P-16 diversion and the installation of a fish screen. By modifying existing irrigation practices, providing pipe to transport the flows for irrigation the passage barriers can be removed and replaced with a fish friendly diversion. This will also increase in-stream flows from 10 to 15 cfs in the mid to upper Pahsimeroi. All designs have been completed including landowner approvals. The only remaining component is to complete the easement with the Bureau of Land Management and the 404 Permit for the diversion and the pipe on BLM land.  This is currently an unscreened diversion and will be screened with a criteria screen in cooperation with the IDFG Screen Shop in a separate contract.

This SOW also includes three culvert removals that are serving as passage barriers. The Sulphur Creek Culvert removal will be the final component to address the full reach of Sulphur Creek. The remaining two culvert removals will address passage barriers near McCoy Lane. Also near the upper McCoy Lane an off-site stock water system will be developed to address a feedlot along the same stream.
