Contract Description:
The Columbia Basin Fish and Wildlife Library (formerly StreamNet Library) is administered by the Columbia River Inter-Tribal Fish Commission under the Columbia Basin Fish Accords Extension in partnership with StreamNet, the Northwest Power and Conservation Council, Bonneville Power Administration, and the states of Oregon, Washington , Idaho, and Montana.The Library delivers information services including access to print and digital materials, interlibrary loan, and reference and research services.

The Library's collection includes technical, scientific, historic, and cultural information related to Columbia River basin fish and wildlife research as well as selected materials on general fisheries, aquatic, and wildlife science. The collection focuses on unpublished gray literature such as reports (annual, research, technical, project, etc.), working papers, and government documents. Reliable and comprehensive management of these materials ensures access to the plans, data, research, best practices, and outcomes of the coordinated programs that serve the Columbia River basin and surrounding region.

The Library actively coordinates with its partners for efficient information exchange and quality control. State fish and wildlife agencies for Oregon, Washington, Idaho and Montana contribute to the Pacific States Marine Fisheries Commission StreamNet database and transfer source data reference documents to the Library for permanent retention. Library staff actively participate in committees and working groups that coordinate information access and dissemination across the basin.

The project has developed an adaptive management strategy and is collecting and reporting on several metrics to improve current processes and inform future work. The Library performs ongoing maintenance, upgrades, and reviews of its systems to ensure reliable storage and retrieval of data and documents.  These continuing missions, coupled with new initiatives such as direct outreach to users, support the long-term success and relevancy of the project.
