Description Estuary Strategies (2009 program page 32) - The Council supports strategies that protect, enhance, and restore critical habitat and spawning and rearing grounds in the estuary and lower Columbia River. Such strategies include but are not limited to these: Identify the current condition and biological potential of the habitat and then protect or restore it to the extent described in the basin wide Biological Objectives section.
