Description:
Evaluate and develop selected projects from those identified in a Conceptual Restoration Strategy or "Tier Prioritization Framework" (ATLAS, or equivalent) to be more implementation-ready: develop design concepts and engineering requirements (BOD Report); estimate costs; anticipate the cultural resource review, environmental compliance steps, and permits required for implementation in the next funding cycle.

Tasks: Development tasks may include initiating cultural resource surveys, engineering and design products, geomorphic analysis, and pre-construction activities such as material acquisition, and staging; site planning; and construction preparation including the identification and development of access points for materials and equipment.

Purpose: Advance habitat restoration designs to a level sufficient to address engineering design review, coordinate permitting and the planning of construction schedules and details -- for implementation of any projects targeted for 2019 - 2022.

Summary: After evaluation and selection of a project that requires a design, produce a summary of project purposes and concepts as a basis for engineering and design services (BOD Memo). This may be performed internally by NPT personnel, or it may be contracted to an engineering firm. If it is contracted to a private firm, this work element will mostly involve preparing the information to provide to that company, which may involve conducting site surveys, gathering existing information, or coordinating with other entities that have the information. In addition, the contracting procedure to secure those designs from a private company will be completed as part of this work element.

Most projects require specific designs, which may funded through this project or outside funding sources. The design packages will also include the final engineering cost-estimate for implementing the project. The final designs will be completed by professional engineers during this contract period.

Organize and manage engineering and design activities, cultural resource surveys and clearance requirements, and pre-construction needs such as materials acquisition and staging in support of project implementation, expected to begin during the subsequent contract term.

Develop future project concepts, design elements, engineered drawings, or site plans: refine and conclude the restoration designs advanced in support of this contract to the level needed to coordinate permitting, inform environmental compliance review, obtain environmental and cultural resource clearances and permits, and organize material staging and construction access planning for implementation of the project in the 2019-2022 planning horizon.

Description: The EC Lead will determine if work under this work element may be able to have full ESA-coverage (NOAA & USFWS) under the 2013 Habitat Improvement Program Biological Opinion (HIP3). The HIP3 has expanded coverage for projects that may pose a moderate to high risk of impacting an ESA-listed species or critical habitat that would normally require a Biological Assessment. For work that qualifies, projects will undergo a review by the BPA-internal Restoration Review Team (RRT). Note: Before conceptual design commences, contact the EC lead for HIP3 consideration, instruction, and information needs and requirements for coverage eligibility.

Description: For design work that will require ESA coverage under the 2013 Habitat Improvement Program Biological Opinion (HIP III), prior to sub-contracting for project design, initiating design in-house, or commencing work (that would otherwise require a BA): (1) assure that the solicitation for design-related products (e.g., assessments, evaluations, surveys, engineering, design specifications, technical drawings, site plans, etc.) explicitly include reference to and incorporation of HIP III design requirements, criteria specifications, activity categories, and risk characterization; (2) review the Conservation Measures Checklists within the HIP III handbook with employees or contractors (https://www.bpa.gov/efw/Analysis/NEPADocuments/esa/2016HIPIIIFullHandbookVer3.1FINAL.pdf); and (3) sufficiently incorporate the cost of these design requirements in requests for proposals, sub-contract cost-estimates, or quotes for all aspects of the project (pre-design, design, permitting and implementation).
