C: 191 - Coordinate Access for Winter Sampling
Description:
This work element supports a primary coordination position at the CCD that is essential to the successful implementation of the Entiat and Wenatchee BPA funded monitoring programs. The purpose of this position is to provide coordination assistance for monitoring crews for winter sampling. The monitoring entities will develop and provide the list of sites to the CCD coordination lead. CCD will coordinate access by contacting landowners and gaining permission for crews across private property. CCD will ensure field crews are in possession of accurate and up-to-date information about the site, landowner access permission, any requests made by the landowner regarding accessing the property, and any other pertinent information. Access permission must be obtained directly from the landowner prior to sampling. Private landowner permission will be clearly documented and communicated to monitoring crews. The CCD lead will update site information on champmonitoring.org. Access conditions may vary from year-to-year and sites that are scheduled for revisiting may need to be re-evaluated prior to each visit.
Work for this work element spans two contracts, so that the work that takes place in January and February is covered under the current contract (75288), and work beginning in March is covered under CR316413.

Duties of this position include:

1. March Sampling Coordination
This position will oversee the final implementation of winter sampling efforts. This will require coordinating access for Terraqua and WDFW crews through private lands.
a. Coordinate access for nighttime winter sampling effort.

2. Single Point of Contact
a. This position will provide a single point of contact regarding monitoring work in the Entiat and Wenatchee and will disseminate information and provide outreach to the private landowners which crews must work with to gain site access.

3. Produce Landowner Access Master Spreadsheet
A master spreadsheet with up-to-date information about site access which will be maintained throughout the season.
a. Master spreasheet will be updated with all relevant access information for the field season.
b. CCD coordinator is responsible for ensuring new and updated information is provided to crews in a timely manner.
c. Output from monitoring leads will be in the form of an email with the spreadsheet highlighting any pertinent details about site access.
d. Site maps will be available upon request and will clearly indicate site information (parking, access, no access, etc.).

4. Other Project/Entity Coordination
This position will provide access coordination to other monitoring programs occurring in the Entiat and Wenatchee.
a. Coordinate with other groups (ex. AEM and WDFW).

Products/Deliverables will include:

1. A master spreadsheet with up-to-date information about site access and all relevant access information needed for the field season. The CCD Coordinator is responsible for making sure new or updated information is provided to the monitoring leads in a timely manner.
2. Output from the CCD Watershed Coordinator to monitoring leads will be in the form of an email with a table/spreadsheet highlighting any pertinent details about accessing the site (where to park, mind the dog, close the gate etc). Maps for specific sites can be made by request. Maps will have clear indicators of access (red = no access, green = access, etc.) and where to park.
3. Provide copies of newsletter articles and mailings pertaining to monitoring should the opportunity arise.
4. Maintain a portal page on the CCD website that provides links to the various websites available containing information about project implementation and monitoring in the Entiat and Wenatchee, e.g., Habitat Work Schedule, ISEMP website, etc.
5. At least monthly coordination meetings with the Terraqua ISEMP Coordinator either by telephone or in person through June 30th, 2018.
