Quarterly presentation or news articles, neighborhood meetings, informing landowners of program availability, etc.

Outreach to landowners about the CREP program is targeted to those in anadromous critical habitat or areas that contribute to degraded water quality or habitat conditions through agricultural activities.

SWCD will conduct targeted outreach in ODA Focus Areas, with a primary emphasis on those properties with inadequate streamside vegetation. Focus Areas have many advantages. Measuring progress is easier and more accurate in smaller watersheds. Partners can coordinate financial resources and water quality improvement efforts. Providing outreach and technical assistance in a small geographic area increases the chances of success. Comparisons of baseline and post-implementation data on land conditions or water quality will help ODA and partners evaluate the effectiveness of area plans and programs.

Deliverable Specification:
Coordinate with partner agencies through informal monthly meetings to avoid duplication of efforts. Meet with 120 interested landowners on site and assess eligibility of stream reach for implementation of CCRP/CREP riparian buffer/filter strip system agreements. Oregon CREP eligibility includes streams on tribal trust lands, streams with threatened and endangered (T&E) fish habitat and streams with approved Agricultural Water Quality Management Area Plans. Specific sites are eligible depending on the condition of the resources on site. Programmatic checklists are used for making the assessment. The SWCD will obtain landowner sign-up for program. Once the site is determined to be eligible and the landowner signs a CRP2, plan development begins. CRP2 Program Application signed and filed in Farm Service Agency (FSA). The Conservation Plan is developed with landowner and signed by Natural Resources Conservation Service (NRCS), SWCD, FSA, (partnership).

Description: The Gilliam SWCD program manager will develop a priority project list using the Atlas prioritization framework being developed by the John Day Partnership with assistance from BPA. Priority reaches identified in the prioritization will be targeted for extensive outreach by the program manager. The program manager staff time allotted to this contract will be utilized to explore multiple funding opportunities to leverage additional funds by using CREP as federal match to ensure a more holistic restoration approach.

Priority reaches identified in the prioritization will be targeted for extensive outreach. SWCD is also participating in the John Day Basin Partnership and has been very active in the Atlas prioritization process. The SWCD will be utilizing the opportunity areas that have identified restoration actions similar to those provided by CREP. This will help the SWCD better strategize landowner outreach.
