M: 114 - Identify and Assess Potential Projects in the Grande Ronde and Umatilla Basins
Description:
Staff will work with landowners and Grande Ronde and Umatilla Basin partners to identify, develop, assess, and prioritize potential fish habitat projects in the Grand Ronde and Umatilla basins.

Staff will work with willing landowners and basin partners to identify projects, collect all relevant information and data and, where there is landowner support, begin developing and assessing project concepts. Frequent communication, including travel and in-person meetings, will occur with landowners to move project ideas to a project concept. Staff will meet with landowners as needed to discuss the Program, potential fish habitat projects on their property, benefits to them of potential projects, and to develop easements and/or agreements.

Staff will work with basin partners and develop each qualifying, high priority opportunity into a prospectus and/or a project proposal for BPA, OWEB, and other external design and restoration funding sources. Staff will submit design and restoration funding proposals during spring and fall solicitations and as other opportunities arise.

With the current workload and decrease in project personnel in 2021, pursuit of new projects will be limited to establishing/maintaining relationships for future projects.

Complete a conference call with BPA’s Environmental Compliance (EC) staff about which habitat actions the contractor is likely to design and permit, or implement, in the next contract period. Your communication should include: what Work Elements to use in the SOW with guidance from COTR/EC, the applicability of EC review requirements and timelines (especially for activities that include ground-disturbing work) and work plan, before you start editing your subsequent SOW. (milestone end-date is 6-mos before contract end).

Description: Coordinate with the BPA COTR and EC Lead for large, complex, or multi-year habitat restoration projects before including the project in the SOW, or developing a design. Coordination for these types of projects could include holding coordination meetings; leading site visits; and/or including the COTR and EC Lead at annual reviews, solicitation meetings, or other sponsor-lead evaluations. Assure that project design review and approval, and funding commitments, are fully vetted with BPA staff; timely environmental compliance clearance for planned work requires the earliest possible coordination.

Description: Staff will assess and pursue potential fish habitat protection and restoration projects in the Grande Ronde and Umatilla basins as time and staff availability allows. Staff will discuss project opportunities with landowners in locations identified as a high priority by the Upper Grande Ronde and Wallowa Implementation Teams, and Umatilla and Grande Ronde basin partners.
