G: 175 - Produce design for in-stream habitat restoration on Muddy Springs
Description:
The area of interest is Muddy Springs Creek, which is a tributary to the Pahsimeroi River. This was one of the four systems re-connected after the P-9 project. This project reach of Muddy Springs within the Hayes property is approximately 10,000 feet of meandering stream. The lower reach was de-watered through most of the year for many years and was reconnected as a part of the P-9 Project in approximately 2015. Much of the stream has recovered on it's own but additional in-stream structure and vegetative plantings could increase it's viability for all species of fish (including juvenile rearing Snake River Chinook and steelhead). This project will improve habitat forms and processes for juvenile spring Chinook salmon and summer steelhead. Juvenile salmonid habitat enhancement will be accomplished through narrowing the channel width by placement large woody debris, channel spanning logs and BDA’s along with extensive riparian planting. Intended flooding in some areas will help reduced sediment in both Muddy Springs and the Pahsimeroi. Project actions will provide overwintering and summer habitat for juvenile fish and address limiting factors for salmonid production in the Pahsimeroi River watershed, such as reduced stream complexity and degraded riparian conditions.

Under this work element engineers will be hired to develop a plan on this reach of Muddy Springs. The stream has been fully fenced and is currently a excluded from grazing. This project will likely be installed in three phases over the next three years.

Work with landowner, Engineer, IDFG and BPA to develop alternatives for Muddy Spring to improve and increase instream habitat in the two mile reach of Muddy Springs. This plan development will provide preferred alternatives for landowner and BPA to consider for funding in the following year BPA contract for implementation. It will also include options that may include alternatives that is desirable for wildlife that can be considered for other funding such as USFWS.

This work was prioritized as HIGH by The Upper Salmon Basin Watershed Tech Team and was ranked 78 (>61 is high priority).
