Description:
Status: A near-final site plan, design report, and project design is being completed pursuant to BPA contract support for the CTUIR in FY19/20, and should be attached to the Design WE in the FY20 Accord Contract for the Walla Walla (#73982 REL102). Ongoing support for implementation planning, design and engineering assistance, and coordination among multiple parties continues in this contract term for the habitat and passage improvements at Nursery Bridge.

Background: The Phase II project component proposed at Nursery Bridge is part of a large-scale project to address a critical passage barrier at a site in the mainstem Walla Walla important for all migratory fish to make up/downstream migrations (Chinook salmon, steelhead and bull trout). This project will address the Eastside Irrigation diversion dam and headworks, sediment transport that impedes stream flow and fish passage, and access to the existing fish ladder for fish collection and counting. The site is located within the Milton-Freewater Flood Control Project levee and channel area. The alterations to the channel and the floodplain combined with infrastructure (road and rail bridges) creates a high energy stream that locally deposits sediment that impedes fish access to the fish ladder and necessitates construction of a push-up dam to deliver water to the Eastside Irrigation diversion, which blocks fish passage.

Initiated in the previous contract(s), the design emphasis continues to be: (a) improved passage at the fish ladder for Chinook salmon, bull trout, and steelhead/rainbow trout; and (b) the reduction of annual instream maintenance requirements for the irrigation diversion and fish ladder. The overall project is comprised of high priority passage restoration and habitat improvement actions identified in the Design Report; the project will provide important demographic connectivity for steelhead necessary to support recovery in the Walla Walla Basin under the recovery plan (SRSRB 2011). This project is on-going and addresses issues in the bull trout recovery plan (USFWS 2014) and the CTUIR River Vision (Jones et al. 2008).

The design will be completed by Apr 2022 as part of the ongoing BPA contract support for the CTUIR in FY21 (above), and targeted for implementation, as part of a phased approach for construction of the larger project, during the Summers of 2022 and 2023.

Current Emphasis: This design stage is expected to finalize (or adjust as needed) a site plan, technical drawings or engineering specifications, access points, and a plan for materials management and equipment staging areas, based on the final design Report, CTUIR and BPA staff review, and engineering technical comment. Review and refinement of a final design may be required prior to going to construction to: (1) respond to BPA engineering staff (ETS) review conclusions or recommendations; (2) incorporate permit or clearance requirements; or (3) accurately reflect the changes in river conditions or channel structure that can be expected to have occurred between the time of an earlier design approval and this contract award, or the work-window construction period, following high-flow runoff conditions in the stream channel during the Spring (2021 or 2022).

Purpose: This work element is intended to: (a) guide the transition from a 80% (near-final) design to the development and confirmation of final engineering, design specifications, and site planning required to permit and sufficient to implement the project; (b) accommodate any late-stage adjustments in planning due to changed circumstances (confirmation of site plan, construction access points, materials staging areas, and scheduling); and (c) conclude all work associated with the preparation of engineering or technical drawings, specifications and/or budgets required for the construction of upstream large wood placement and the installation of any additional structures or design features to resolve the passage barrier at Nursery Bridge.
