Description: Note: design work products were initiated and advanced to an intermediate design stage (60-80%), within BPA contract funds provided to the CTUIR for the Walla Walla Watershed in FY19 and FY20 (#73982 REL102).
Develop and submit permit ready designs to the COR and EC Lead. Schedule time for review, typically one month for NOAA/USFWS and BPA review. If technical requirements are not initially met, additional review may be necessary.
Provide 80% designs for final technical, functional, and NMFS/USFWS review. The 80% design shall incorporate technical comments and recommendations from previous design reviews. 80% design submittals should include near-final drawings and specifications, site locations, site plans, profiles, cross sections, details, construction quantities, implementation resource plans, and design technical analyses as summarized in a Basis of Design Report. |

Description: Incorporate the identification of materials, and coordinate acquisition of construction material (i.e., trees with root wads), in design considerations and implementation planning.
All designs must include an engineer's construction estimate (including, but not limited to): volume of materials and cost per volume, hours and rates for each person, equipment hours and rates, delivery costs, travel and per diem costs, supplies, etc. (generally, no lump sums except mobilization). Estimates may NOT include contingency funds.
Note: Estimates should be of sufficient detail to be used as documentation for subsequent BPA implementation budget requests. |

Description: Continue to work with the CTUIR design team, technical staff and stakeholders to refine and confirm a final or near-final Design Report and site plan, including the habitat restoration and passage design, or other technical or engineering drawings and specifications, and an Opinion of Probable Construction Costs estimate, for the construction of the project in the Walla Walla Watershed at: Nursery Bridge (Phase II).
(a) Upload to Pisces (attached to this contract) the final or near-final design submittal and report (80-100%); including: engineering or design specifications, technical drawings, materials list, timeline or construction schedule, and budget or cost-estimate.
(b) Assess and confirm environmental compliance requirements and clearances, associated with concluding a final design, implementation planning, pre-construction activities, and the scheduling of construction work.
(c) Continue to review plans and specifications with the BPA Environmental Compliance Specialist (EC-Lead), and if necessary or desired, the BPA Fish & Wildlife Program Engineers (ETS); incorporate the BPA recommendations and review comments, and any other requirements (at the final design-stage) into any subsequent design revisions. |

Description: Upload design products (attach) to this WE in Pisces (Documents Tab): the Final Design, Design Report (BDR), and revised/final construction or site plan for Nursery Bridge (Phase II).
Review and finalize the design and report, and an implementation plan, to confirm: engineering or design specifications, technical drawings, materials list, timeline or construction schedule, and budget or cost-estimate sufficient to allow environmental, engineering, and cost-review; and adequate to guide and manage the installation of the design and the construction of the project at Nursery Bridge, targeted for implementation in a phased approach during the summers of 2022 and 2023.
Refine and conclude the restoration designs advanced in the prior contract, following any late plan revisions, adjustments to review or clearance requirements, or in response to changes in channel morphology, to a level sufficient to address engineering design review, coordinate permitting and the planning of construction schedules, inform environmental compliance review, obtain environmental clearances and permits, and organize material staging and construction access planning for implementation of some project components beginning as early as Apr (2022). |
