E: 114 - Identify and select projects based on partnership coordination with Pahsimeroi Subcommittee
Description:
Custer SWCD, with assistance from the Pahsimeroi Subcommittee of the Upper Salmon Basin Watershed Program, has identified a list of projects that could be implemented in the next 2 years if funding is available, including but not limited to PBSC #2, Sulphur Creek Screening, water conservation projects in the upper basin reaches, and riparian fences. These potential projects will be identified in part by using the Salmon Subbasin Management Plan, physical and biological data collected locally, IRA/MRA, and other prioritization processes (in development) to focus on prioritized areas and actions, projects will be identified and prioritized based on the most current biological (fish) and physical habitat data. Then ranking will be completed by the Upper Salmon Basin Watershed Tech Team. This prioritization will focus on benefits to all life stages of Snake River Chinook and steelhead. This contract will provide for opportunity for the district to work with the planning team and landowners to determine viability of these projects and implementation time frames for future contracts.

Description: Communicate with the COTR and EC-lead; to check in and discuss the near-term list of prioritized habitat actions (next 12-mos). Complete a conference call with BPA’s Environmental Compliance (EC) staff about which habitat actions the contractor is likely to design and permit, or implement, in the next contract period. Your communication should include: what Work Elements to use in the SOW with guidance from COTR/EC, the applicability of EC review requirements and timelines (especially for activities that include ground-disturbing work) and work plan, before you start editing your subsequent SOW. These projects will be discussed in the Upper Pahsimeroi meetings and developed by appropriate partners that may include implementation by the Custer SWCD. Project development pending funding availability. Projects that have previously been in the planning stages and were put on hold due to new ownership will continue to be considered for development if the new landowners have interest in continued development.
