Description:
Coordinate operation and maintenance of passage facilities jointly by both CTUIR and ODFW. Problems or issues related to coordination of the overall passage effort are documented in the project monthly and annual report. This effort involves coordinating and helping to prioritize appropriate solutions for fish passage with the Westland Irrigation District who has responsibility for implementing passage maintenance work.
Field monitoring and the inspection of river conditions and passage facility operations at Stanfield Canal, Feed Canal, Westland Canal, Maxwell Canal, West Extension Canal and Three Mile Falls Dam east bank adult facility are coordinated by the project with the fish facility O&M staff and various agencies involved in the fish passage/ flow enhancement efforts in the basin including multiple irrigation districts, Bureau of Reclamation (BOR), US Fish and Wildlife Service (USFWS), NOAA Fisheries (NMFS), Oregon Department of Water Resources (OWRD) and the Oregon Department of Fish and Wildlife (ODFW). The project acts as a liaison between the various entities involved in the operation and maintenance of the passage facilities as well as those involved in the flow enhancement to ensure adequate passage conditions exist for both upstream and downstream migration and that operational details agreed upon in the Umatilla Hatchery and Basin Annual Operation Plan (AOP) are being followed.

Description: The project monitors channel conditions weekly throughout the Umatilla River looking for changes in river morphology and instream structures that may potentially affect upstream and downstream migration. Regularity of monitoring is based on occurrence of channel changing events and inspection of instream structures at varying flow levels. Specific areas of concern are identified and reported to fisheries co-managers (CTUIR & ODFW) either verbally or via email in order that further analysis of site-specific situations can occur and potential solutions to address the concerns can be implemented.

Description: Monitor hydrologic conditions as relates to passage as needed. Project staff makes visual observations of flow conditions multiple times per week to relate measured flow levels to passage conditions. The Umatilla River flow, temperature and diversion data is provided by Oregon Department of Water Resources (OWRD) and Bureau of Reclamation Hydromet web sites. Real-time flow data is checked daily by project staff by reviewing the Hydromet website. Actual data from these gauging stations is then correlated to observed flow/channel conditions to assess passage concerns at varying flow levels.

Description: All BPA funded passage facilities are inspected weekly to ensure they are operating within design or established criteria. The major BPA facilities associated with the project are Stanfield Canal (Adult fish ladder and juvenile screens), Feed Canal (Adult fish ladder and juvenile screens), Westland Canal (Adult fish ladder, juvenile screens and downstream juvenile migrant trap), Maxwell Canal (Juvenile screens), Three Mile Falls Dam West Bank facility (Juvenile screens and downstream migrant collection facility), and Three Mile Falls Dam East Bank facility (Adult fish ladder, adult enumeration and broodstock collection facility). In addition, the project inspects Boyd's Hydro Diversion as well as smaller diversion dams that have been removed at least weekly to ensure adequate passage conditions exist through these sites.

Description: Temperature data are accessed from other reporting agencies during the project year to help monitor and refine project operating guidelines. Temperatures for the lower Umatilla River are measured by a digital recording thermometer located at the UMTO hydroment site (RM 3.9). Instantaneous temperatures are measured daily at Three Mile Falls Dam east bank adult facility during trapping operations and at loading and release sites with handheld thermometers. Temperature data is accessed through the Bureau of Reclamation (BOR) Hydromet website. Flow data are accessed from other reporting agencies during the project year to help monitor the status and condition of daily hydrological events. Daily river flow is monitored at Pendleton (RM 54), Yoakum (RM 37), Dillon (RM 24.5), and Umatilla (RM 3.9) gauging stations. Daily irrigation usage is monitored for Stanfield (RM 33.3), Feed (RM 28.7), Westland (RM 28), Maxwell (15.3), and West Extension (RM 3.7) canals. River flow and irrigation diversion data is disseminated by The Oregon Department of Water Resources (OWRD) and from the BOR. Data is accessed through their respective hydromet web sites. Channel conditions are visually monitored during the project year to ensure adequate exit and entrance conditions are present at the passage facilities. Visual observations are conducted multiple times per week to document channel morphology in association with flows to the passage facilities. Visual observations and snorkeling is also conducted throughout the project year to understand changes and trends in fish behavior with current passage conditions in an effort to identify passage impediments and help refine passage operating criteria for both upstream and downstream migrants.
