B: 175 - Oversee and Administer Design Contracts for Program Projects
Description:
During this contract period GRUFH will oversee the following:

Catherine Creek Hall Ranch: As the priority, staff will continue to oversee the design development for Highway 203 relocation and habitat restoration, including implementation ready engineered stamped designs, construction cost estimates, and basis of design reports.

There is a potential opportunity on Bear Creek, Wallowa County. The reach is Tier 1. There is a possibility to begin a design for this project within the contract period.

Staff will ensure goals and objectives for each project are identified and met with project designs. Staff will coordinate with BPA EC and COTR to ensure HIP IV RRT review is completed for each project at each design stage. Staff will communicate frequently with landowners as projects move through the design process. This includes calls, in-person meetings, and on-site visits. This will help ensure landowner support for developed projects and ensure projects meet both resource and landowner needs.

Travel to design meetings and project tours and site visits will occur.

As the priority for this contract, staff will continue to oversee the design of the restoration component of this complex project. Staff will continue to work with ODOT and project partners to produce an agreeable highway relocation alternative.

Portions of the 80% design will need further design and review depending upon road alignment. Staff will work with contracted design firm on updating plans as necessary. BPA EC and COTR will be notified for RRT review if needed. If review occurs during this contract, designs will be uploaded to PISCES.

If 80% is reviewed and approved, Staff will work with firm to complete construction ready plans and specifications

If the potential project on Bear Creek, Wallowa County progresses. It is possible begin work on a design during this contract cycle.

Description: Design review by EC and BPA Engineer will occur and will include HIP RRT review. Milestone completion dependent upon CR consultation completion. This project review juncture is proposed as standard project quality assurance junctures for high risk projects and may be used for medium risk projects based on the scope and complexity of the project. The number of review junctures depends on the adequacy of information provided, incorporation of comments recommendations, and may be modified to align with identified project junctures. Review of 80% and Final Plans and BDR: ODFW will coordinate with the GRMW and BPA on review of drawings, specifications, a Basis of Design Report, and other supporting documentation (profiles, details, cross sections, quantities, technical analyses/appendixes, etc.) for the project will be submitted for review. The Final design will demonstrate incorporation of technical comments and recommendations from the previous review and shall address the design requirements outlined in the BDR template (BPA to provide). In addition to BPA technical and functional reviews. The GRMW will collate comments from reviewers and interagency partners, and submit to partner.
