C: 114 - CTUIR Grande Ronde Subbasin Restoration Project Development and Coordination
Description:
Develop CTUIR sponsored habitat protection, restoration and enhancement project opportunities. Work includes developing access to properties, communicating and developing relationships and opportunities with landowners, initiating technical assessments of existing conditions, limiting factors, goals and objectives and development of conceptual resource enhancement plans.

Project development initiation includes preparation of project prospectus as the initial GRMW stepwise element for project initiation which is reviewed, evaluated by the GRMW Atlas Implementation Team which determines whether a project proceeds with basin team support based on the most current biological and physical habitat data.

Projects supported at initial step are incorporated into more detailed project planning and design effort to further develop project opportunity.

Prospective upcoming Grande Ronde Basin projects include:

1. McCoy Meadows (GRMW Prospectus developed, reviewed, and approved during 2020).

2. Lookingglass Conservation Project (GRMW Prospectus developed, reviewed, and approved during 2020).

In 2015 the Umatilla Tribe and the other Grande Ronde partners completed the Upper Grande Ronde Atlas by prioritizing the highest priority areas and habitat restoration actions based on the most current biological and physical habitat data. Hundreds of projects were prioritized, scoped, and mapped for a period of more than 10 years.

The sequenced implementation of habitat restoration actions, as developed in the Upper Grande Ronde Atlas, continues with the Grande Ronde Atlas Implementation Team.

Description: Facilitate identification, evaluation, development, and coordination of fish habitat and watershed enhancement and restoration actions projects opportunities. Project development effort guided by the BiOp and Grande Ronde Atlas and associated prioritization framework as well as CTUIR goals and objectives to conserve, protect, enhance and restore watershed and floodplain processes and benefits to native fishery resources in the Grand Ronde Basin. Continue ongoing coordination and outreach with State, Federal and local partners (GRMW, NRCS, ODFW, US Forest Service, BOR), and private landowners to develop new habitat protection, restoration, and enhancement opportunities. Identify and scope future projects with initial planning focused on assessing prospective projects base on location, guided by the GRMW Atlas project strategic planning and prioritization process. Work includes: -Develop project prospectus following GRMW Step-Wise funding process procedure. Prospectus is the first step in formally introducing a project opportunity to the GRMW Technical Review Team and soliciting input on priority and recommendation to move individual projects towards a project proposals. Participate in GRMW Technical Team Meetings, presentations, and field visits. (See Watershed Coordination Work Element) -Research, prioritize, and initiate compilation of data and information for prospective project opportunities. -Coordinate and facilitate landowner agreements to provide opportunity for stewardship and habitat enhancement project prospects. -Evaluate existing condition, limiting factors, reach specific fishery life history and utilization, land use, geomorphic potential, and feasibility -Formulate conceptual project approaches and potential habitat and enhancement strategies. -Scope with partner agencies and GRMW Implement Team, including development of project prospectus.

Description: CTUIR Grande Ronde Fish Habitat Project staff will monitor real estate market and communicate with potential willing private land sellers to develop land acquisition opportunities through the CTUIR-BPA Accord. Land parcels will be evaluated in regard to BiOP priority, location, scope, condition, ecological value, and contribution to address limiting factors for targeted fishery resources. Develop preliminary property evaluation using CTUIR-BPA land acquisition prioritization worksheet developed through the CTUIR-BPA Accord Land Acquisition Project and present to CTUIR and BPA technical and Policy representatives to determine whether to incorporate specific land parcels into a detailed land acquisition process. The evaluation process will also include coordinating with Subbasin partners to determine priority and technical merit. As more detailed project opportunities are developed, a contract modification would be necessary to incorporate work elements and financial support associated with pre-land acquisition due diligence (Federal appraisal, contaminate survey, cultural resource review, etc.).
