F: 119 - Manage & Administer On-the-Ground Projects
Description:
This WE will be utilized to take projects identified within WE 114 and seek additional funds to implement. Projects that are implemented through BPA-funded projects like the Grande Ronde Model Watershed Program (GRMWP) or with outside funding will primarily be managed & administered using this contract.

In addition to WE 114, this WE will be closely linked to WE 189. Projects that are managed/administered under this WE will have to undergo coordination with other applicable entities. Although the NPT will seek outside funding to implement projects directly, some projects may be implemented (managed/administered) by NPT that other entities receive funding to implement. For example, we will work closely with the Forest Service and Wallowa Resources to implement projects. The situation may arise that involves one of those entities getting money to implement a project that they do not have the time to implement. We may then be asked to implement those projects, which would occur under this WE.

Deliverable Specification:
Manage and administer habitat projects that are identified within WE 114 and funded through BPA-projects like the GRMWP or outside sources. This will involve all aspects of management, including budget, environmental compliance (for those projects that are funded through BPA-funded projects like the GRMWP), contracting, implementation oversight and reporting requirements.

The 3.3 mile section of road located along Poison Creek in the Toynima watershed has been slated for decommissioning for several years. After much coordination with the Forest Service and Wallowa Resources, it was decided that NPT would implement this project. The existing road bed will be recontoured and converted to a trail system that is suitable for foot, horse or mountain bike traffic only. This will greatly decrease the amount of sediment that is introduced into Poison Creek, which is a direct tributary of Chesnimnus Creek.

ODFW and NPT will coordinate on addressing fish passage at two of the irrigation diversions on the Lostine River. These two diversions (Sheep Ridge and the City of Lostine) are currently fish passage barriers in the mainstem of the Lostine. The ODFW has received funding to produce the designs for these two structures. The NPT will help produce the designs, aid in the planning, seek input on the projects, and seek additional funding to implement if necessary.
