Description: Verify with BPA's Environmental Compliance Group (KEC) Environmental Compliance (EC) lead and determine whether project work requires environmental or cultural resource compliance clearance.
Arrange for compliance activities in support of project/contract actions, and the evaluation of proposed restoration and enhancement projects, through applicable programmatic agreements and/or the completion of cultural, hazardous materials, and ESA species surveys, or other documentation. Work with BPA's EC-Lead to make sure all requirements are met; and obtain clearance from the KEC EC-Lead that environmental compliance requirements and clearances are complete for contract-period work. |

Description: Work with the BPA EC-lead either to: (a) assist in the preparation of materials to initiate cultural resources evaluation; or, (b) assure that surveys or evaluation initiated in a prior period are complete.
Conduct cultural resource review of planned implementation activities, and prepare documentation as necessary. Examples include providing maps and detailed project descriptions, contracting for an archaeological survey, etc.
Note: high-probability sites in the project area and throughout the watershed (may) have been previously surveyed and documented. Review [annual work plans, site plans or implementation details (construction specifications) and logistics], and coordinate with EC lead, to determine if any additional survey and clearance documentation is needed. |

Description: A project risk determination shall be made before the Sponsor begins preliminary design activities. Sponsor shall contact BPA EC lead to describe project scope for HIP3 Risk Determination. This is a decision point – EC Lead will determine risk (low, medium, or high) and define which milestones will apply. COTR or EC Lead will add the applicable milestones after the EC Lead has made the risk determination. The EC Lead will provide the Sponsor with the required list of conservation measures (Checklists) at this stage.

Description: All contractors doing instream work in anadromous fish areas (e.g., surveys, habitat improvements, electrofishing, screw-traps, etc.) are required to report annually, by Feb 15 each year, on lamprey observations or catch, including zero, during the previous calendar year to: christina_luzier@fws.gov at US Fish and Wildlife Service.
A data template is available (ask your COTR for a link) and should include the following information: 1) BPA project, 2) BPA contract number, 3) observation or catch date, 4) location (river mile or GPS), 5) species, 6) species id confidence, 7) photo taken, 8) a "sample taken" field such as genetic sample, fin clip, other biological sampling done, 9) sampling technique, 10) sampling effort, 11) number of ammocoetes (larval stage with undeveloped eyes, found burrowed in substrate), 12) number of macropthalmia (free-swimming juvenile stage with developed eyes) and 13) number of adults.
