Explanation of Need:

This change request involves the Siletz Tribe initiating coordination activities with BPA and its' partners during mid year 2012. The below text includes the proposal language.
Planning and Restoration Activities Pertaining to the Willamette Wildlife Mitigation Process, Willamette Biological Opinion and the Lower Columbia River Estuary, under Bonneville Power Administration and Northwest Power and Conservation Council

Explanation of Need - The Northwest Power Act directs the Northwest Power and Conservation Council (NPCC) and Bonneville Power Administration (BPA) to consult with the region’s appropriate Indian Tribes in the development and implementation of the Fish and Wildlife Program. The Power Act also calls for fish and wildlife management coordination to assist in protection, mitigation, and enhancement of fish and wildlife resources in the Columbia River Basin. The Confederated Tribes of Siletz Indians (CTSI) are a federally recognized Indian tribe whose ancestral home lands and ceded lands extends West from the crest of the Cascade Mountains (Oregon) to northern California on the south and to the Lower Columbia Region on the north. This boundary encompasses the Tribe’s eleven-county service area. Many culturally important landscapes and species that occur within the Tribe’s ancestral home lands and ceded lands are affected by the operations of the Federal Columbia River Power System (FCRPS). The development of the FCRPS has adversely affected wildlife, resident fish, and anadromous fish resources along a great deal of the ancestral Siletz landscape including, but not limited to: The Willamette River and its tributaries and the Columbia River Estuary from Bonneville Dam to the Plume.

This proposal will assist and provide an opportunity for the CTSI’s Natural Resources Department to increase their participation in the development and implementation of the BPA Fish and Wildlife Program in the Willamette Basin and the lower Columbia Basin. Specifically, this project will provide funding for CTSI staff time to better engage in local and regional processes that aid in the development and implementation of the BPA Fish and Wildlife Program. The CTSI increased participation in project development and coordination in the Willamette and the Columbia River estuary will result in a better understanding of the Tribe’s resource needs, ideologies and perspectives and will assist in shaping the future management of critical resources in the Columbia River Basin.

Proposed Scope of Work - note initial partial year (2012) will have limited funding and inturn limited activity within each below stated goal and actiity. These activities will increase during year two (2013).

A: Participate in Regional Fish and Wildlife Activities and Processes
Description: This work element will provide funding for the representative of the CTSI’s Natural Resources Department to participate in meetings and workgroups concerning (1) the Willamette Wildlife Mitigation Advisory and Program Development Group, (2) Willamette Wildlife Mitigation and Restoration Activities, (3) Willamette Biological Opinion Habitat work group processes, and (4) the Lower Columbia River Estuary Project restoration processes. This work element will also allow the Tribe to work towards identifying opportunities to coordinate and participate with other entities in the Willamette and Columbia River estuary. CTSI will also be coordinating and interfacing with landowners and stakeholders to secure access and projects on restorable lands. This coordination will ensure stakeholder trust and cooperation and facilitate projects to move into implementation.

Deliverable Specification: The CTSI will provide summaries on a regular basis to the BPA project manager, summarizing coordination efforts (e.g. documentation of meetings attended, entities CTSI is coordinating with) and also in their end of the contract year report.

B: Provide Technical Review
Description: Review Technical Documents and processes and provide feedback or comment to BPA, NPCC, and other workgroups the CTSI participates in. The Tribe will participate in relevant fish and wildlife technical groups that assist in the development and implementation of the Willamette Basin Fish and Wildlife Mitigation program, the Willamette Biological Opinion, and the FW Program in the estuary.

Deliverable Specification: The Tribe will provide documentation of CTSI participation and communications of technical feedback. Documentation of this deliverable will be provided through communications and updates with the BPA project manager during regularly scheduled meetings determined by the CTSI and BPA and in the end of the year report.

C: Identify and Select Projects - Project Development
Description: The CTSI will develop new BPA Fish and Wildlife projects to assist BPA in meeting their requirements under the Willamette Wildlife Mitigation process as well as the 2008 Willamette Basin Biological Opinion.

The CTSI will perform this task through a combination of existing staff and private consultants. The Tribe will seek out restoration and conservation opportunities in the Willamette Basin utilizing GIS, traditional knowledge, existing data (e.g. LIDAR), stakeholder cooperation, the science-based prioritization matrix established by the Willamette Wildlife Mitigation Advisory Group and the responsible agency, Oregon Department of Fish and Wildlife. The CTSI will meet with the mitigation working groups, ODFW and BPA on a regular basis to discuss potential projects the CTSI has identified.

Deliverable Specification: The Tribe will interface, coordinate, and cooperate with its restoration partners as appropriate - BPA, ODFW, the US Army Corps of Engineers and others to identify potential habitat restoration projects in the basin. The CTSI will meet with BPA on a regular basis to keep BPA apprised of project development under this contract.

D: Public Outreach and Information Dissemination
Description: CTSI staff will educate and inform Federal, State, local governments, the NPCC, and NGOs about Siletz tribal history, traditions, tribal policies, and areas of interest. This will help to facilitate a dialogue for Tribal Members to inform the Action Agencies and others of Tribal history and culture and will also enable the CTSI to provide Tribal members information and understanding of the activities happening in the estuary and region.

Deliverable Specification: The Tribe will provide the BPA project manager with a summary of their outreach efforts during their regularly scheduled meetings and also detail outreach efforts in the end of the year report.

E: Manage and Administer Project
Description: Covers work done by CTSI to manage the overall contract, or to manage subcontractors associated with the project. Also covers administrative work in support of on the ground efforts and in support of BPA’s programmatic requirements such as metric reporting, financial reporting (e.g., accruals), and development of a SOW package (includes draft SOW, budget, spending plan, and property inventory).

F: Produce PISCES Status Report

Description: CTSI shall report on the status of milestones and deliverables in PISCES. Reports shall be completed either monthly or quarterly as determined by the BPA COTR. Additionally, when indicating a deliverable milestone as COMPLETE, CTSI shall provide metrics and the location prior to submitting report to the BPA PM/COTR.

The proposal lacks specific information in several areas: problem statement, significance to regional programs, project relationships, adaptive management, limiting factors, methods and metrics.

1. Purpose: Significance to Regional Programs, Technical Background, and Objectives

The Confederated Tribes of Siletz Indians (CTSI) has chosen to represent its interests and engage in technical and policy issues with resource managers in the Willamette/Lower Columbia Basin. The CTSI have received no prior coordination funding.

The project has six objectives. The objectives are worded as tasks instead of as desired outcomes. Deliverables include summarize meetings, coordinate and cooperate with restoration partners, document participation and communications, provide outreach and information dissemination, and manage, administer and report.

2. History: Accomplishments, Results, and Adaptive Management (ISRP Review of Results)

This is a new project, so technically there are no results to evaluate. Historical data on performance is available with the project, “Proposal RESCAT-1989-062-01 - Program Coordination and Facilitation Services provided through the Columbia Basin Fish and Wildlife Foundation.” See the section, “Reporting & Contracted Deliverables Performance.”

No information is provided about how the project will apply adaptive management.

3. Project Relationships, Emerging Limiting Factors, and Tailored Questions for Type of Work (hatchery, RME, tagging)

The geographic interest is the Willamette Basin and the Columbia River Estuary regions. The project will enable participation in “meetings and workgroups concerning (1) the Willamette Wildlife Mitigation Advisory and Program Development Group, (2) Willamette Wildlife Mitigation and Restoration Activities, (3) Willamette Biological Opinion Habitat work group processes, and (4) the Lower Columbia River Estuary Project restoration processes.”

Proposed work includes 50% coordination activities for Willamette basin, 20% project proposal review, 15% project development, 15% Focus workgroups. The proposal gives no explanation of concepts, hypotheses, monitoring and measurement procedures, or evaluation that will be associated with the proposed work.

The proposal says, “CTSI staff will educate and inform Federal, State, local governments, the NPCC, and NGOs about Siletz tribal history, traditions, tribal policies, and areas of interest.” Can specific themes of this education be identified? What techniques will be used to accomplish the education? How will the outcome of the education and methods used be evaluated? Are the educational messages being understood as intended?

This proposal identifies a number of very important issues that could be framed into one or more hypotheses that would show the value of coordination. Monitoring of these relationships would be very valuable in showing the value of coordination and how coordination procedures might be improved. This could be framed in an adaptive management context where the lessons learned from this project inform the next.

4. Deliverables, Work Elements, Metrics, and Methods

Six deliverables are listed; each duplicates an objective.

The project has four components: coordination activities for Willamette basin (50%); project proposal review (20%); project development (15%); focus work groups (15%). The time allocated to proposal review seems disproportionately high.

Nine work elements are identified – 5. Land Purchase and/or Conservation Easement, 92. Lease Land, 99. Outreach and Education, 114. Identify and Select Projects, 115. Produce Inventory or Assessment, 122. Provide Technical Review, 174. Produce Plan, 175. Produce Design and/or Specifications, 189. Coordination-Columbia Basinwide, and 191. Watershed Coordination. Only 5, 92, and 99 have metrics. In a scientifically sound approach, the hypothesis(es) developed in the proposal would be measured during the course of the coordination activities and results presented in the report on this project.

The methods are briefly described under each deliverable. Descriptions are quite general.

4a. Specific comments on protocols and methods described in MonitoringMethods.org

The protocols for the nine work elements are published but do not provide adequate guidance on the methods and metrics. Guidance is available from ISRP (2007-14:2). Project sponsors are encouraged to design of metrics into their proposal and not to rely solely on the definitions for Work Elements.
