C | 137735 | 119 | Manage and Administer Projects | Manage and Administer Habitat Projects: Provide Project Implementation Support | This work element will be completed by a subcontractor, Lemhi Soil and Water Conservation District (District). Duties include those necessary for successful implementation and completion of sponsored habitat improvement projects:
o Provide project management, construction oversight and contract administration to effectively implement projects that adhere to NRCS standards and specifications and applicable local, state and federal regulations;
o Maintain communication with landowners/managers, conservation partnership staff, consulting engineers and other relevant local technical contractors to remain current on design specifications and requirements for project implementation;
o Perform the duties of a construction inspector and contracting officer to ensure that conservation projects are constructed according to standards and specifications and that contract requirements are met;
o Understand, interpret and use construction plans and specifications, GPS/GIS, maps, aerial photography, soil surveys and other technical information (such BMPs) as necessary for project implementation;
o Ensure that compliance with Endangered Species Act, National Environmental Policy Act and other regulatory requirements for projects are met;
o Participate in local planning meetings to coordinate and prioritize project tasks including technical assistance;
o Develop and maintain accurate project construction reports as requested by the Idaho Office of Species Conservation;
o Be proficient with the use of BPA’s Pisces software;
o Assess conservation needs in cooperation with federal, state and local entities;
o Solicit and propose project ideas to Upper Salmon Basin Watershed Program (USBWP) planning Staff;
o Promote and maintain a cooperative work environment and instill teamwork with NRCS, USBWP, BPA, OSC, and other partners;
o Develop annual budget;
o Identify and assess funding needs of programs and projects;
o Identify potential sources of funding (federal, state, local and private) for activities and recommend actions to Supervisors to secure funding;
o Implement project outreach activities including educational presentations, media releases, and landowner contacts; Conduct public outreach and education activities including but not limited, to Ag Week, County Fair, etc;
o Prepare and compile materials for meetings, including reports, correspondence and other information;
o Stay informed on issues which may affect the project. Compile background information regarding issues to facilitate decision making;
o Attend monthly USBWP technical team meetings;
o Attend bi-monthly USBWP Staff meetings;

The progress report summarizes the project goal, objectives, hypotheses, completed and uncompleted deliverables, problems encountered, lessons learned, and long-term planning. Examples of long-term planning include future improvements, new directions, or level of effort for contract implementation, including any ramping up or ramping down of contract components or of the project as a whole. Date range June 2015 to May 2016 will be agreed upon by the COTR and the contractor. This may or may not coincide with the contract period. For an ongoing project, a progress report covering a contract period may be submitted under the subsequent contract, if approved by the COTR.
