Contract Description:
The Yakama Reservation Watershed Project has completed numerous restoration actions since 1996 in the Satus, Toppenish, and Ahtanum Watersheds-- all tributaries of the Yakima River.  These actions targeted ESA listed Middle Columbia Steelhead as well as other anadromous and resident fish species.  Under this contract, we intend to implement and design several projects to further enhance fish habitat.

Under the contract beginning April 1st, 2024, we will complete the following actions to enhance steelhead habitat:

- Construction: Screening of a ditch off of Toppenish Creek and prevent entrainment of steelhead at the location of the Lawrence Ditch. This is a carryforward from REL 283, due to complications with Ducks Unlimited completing the designs to implement this project. A new RFP has gone out for another engineering firm to complete designs, with the goal of implementing this project in the fall of 2024.

- Construction: Implement Phase 3 of Panther Creek Beaver Dam Analogues (BDA's). Approximately 6 - 10 BDAs and adaptive management of Phases 1 and 2

- Construction: Implement Phase 2 of North Fork Logy BDA's. Approximately 6 - 10 BDAs and adaptive management of Phase 1

- Construction: Satus Creek RM Wood Loading Project, place engineered log jams in the creek to increase habitat complexity and provide rearing habitat for ESA listed Middle Columbia Steelhead

- Designs for the second of the four identified reaches of Satus Creek to implement wood structures (engineered), and loose wood to increase complexity for all life stages of Steelhead, and some side channel reconnection with the potential of BDAs to be constructed.

In addition to these restoration actions and designs, we will continue to assist with instream minimum flow implementation, in-stream temperatures, fencing, and monitoring for adaptive management purposes.

Yakama Nation will also have a small contract with Wakish to aid Tim Resseguie with monitoring and data to aid the restoration efforts, and an on-call contract with Interfluve to assist with pre-design survey development, additional surveys, presentations, or outreach materials, and vegetation plans. This will help Yakama Nation fine tune their RFPs and RFQs and future planning (5 to 10 years).

CARRYFORWARD FROM RELEASE 152 FY2018
Yakama Nation plans to carry forward $149,841.00 to aid with restoration construction and designs elements.

R - 175 - Satus Creek RM 7.75 - 34.5 Design Selection & Design. Descoping because of staff shortages, there is no time to develop a request for proposals, subcontract the assessment, and pursue this at this time on top of moving projects towards construction.

S - 29 - Increase Aquatic and / or Floodplain - Satus RM 23 - Wood Implementation (Phase 1 SubReach 3)
T - 100 Construction mng - Satus RM 23 - Wood Implementation (Phase 1 SubReach 3)
U - 30 - Realign, Connect and / or create channel - Satus RM 23 - Wood Implementation (Phase 1 SubReach 3)
Project is being descoped because YRWP is experiencing delays due to cultural resources. Project area is highly sensitive and is requiring more work and time to properly document and provide a recommendation to the THPO and therefore, final conclusion for 106. Therefore, construction will not be occurring in 2024, but is now slated for 2025.

AB - 174 - Produce Plan - Ahtanum Restoration and Alternatives Analysis RM 18-13
The money from this WE element is being moved to another element.

WE BUDGET CHANGES
No increases or decreases are occurring to the overall agreement, however, funds from the de-scoped elements are being moved to the following elements:

A119 – Manage and administer projects
Increased to $96K from 82K because we will be filling vacant positions, funding will be allocated to WEs as assignments are made.

Q 198 – Maintain Vegetation
Increase from $25K to $35K to account for hard burns at Pom Pom and Shaker Church on Toppenish Creek. More aggressive vegetation maintenance is needed as a result.

AA 174 Produce Plan – Interfluve – On Call
Increased to $245,835 because of need for more IFI time on Pom Pom post fire.

AH 40 Install Fence – Cattle Guard on Camas Patch
Supports WE P to install cattle guard to keep cattle out of restored areas and meadow complexes, this will be in addition to maintaining fences (WE P).
