A Proposal is an application to continue existing work or start new work. While historically the Program solicited for all types of projects at once, starting in fiscal year 2009, the Northwest Power and Conservation Council and BPA are reviewing and soliciting for projects that are similar in nature and intent. These "categorical" reviews started with Wildlife projects and continue with Research, Monitoring, & Evaluation (RME) and Artificial Production (Hatchery) projects.
![]() | RESCAT-2012-005-00 | Proposal Version 1 | Existing Project | Pending BPA Response | 2012-005-00 | Siletz Tribe Coordination | Explanation of Need The Northwest Power Act directs the Northwest Power and Conservation Council (NPCC) and Bonneville Power Administration (BPA) to consult with the region’s appropriate Indian Tribes in the development and implementation of the Fish and Wildlife Program. The Power Act also calls for fish and wildlife management coordination to assist in protection, mitigation, and enhancement of fish and wildlife resources in the Columbia River Basin. The Confederated Tribes of Siletz Indians (CTSI) are a federally recognized Indian tribe whose ancestral home lands and ceded lands extends West from the crest of the Cascade Mountains (Oregon) to northern California on the south and to the Lower Columbia Region on the north. This boundary encompasses the Siletz Tribe’s eleven-county service area. Many culturally important landscapes and species that occur within the Tribe’s ancestral home lands and ceded lands are affected by the operations of the Federal Columbia River Power System (FCRPS). The development of the FCRPS has adversely affected wildlife, resident fish, and anadromous fish resources along a great deal of the ancestral Siletz landscape including, but not limited to: The Willamette River and its tributaries and the Columbia River Estuary from Bonneville Dam to the Plume. This proposal will assist and provide an opportunity for the CTSI’s Natural Resources Department to increase their participation in the development and implementation of the BPA Fish and Wildlife Program in the Willamette Basin and the lower Columbia Basin. Specifically, this project will provide funding for CTSI staff time to better engage in local and regional processes that aid in the development and implementation of the BPA Fish and Wildlife Program. The CTSI increased participation in project development and coordination in the Willamette and the Columbia River estuary will result in a better understanding of the Tribe’s resource needs, ideologies and perspectives and will assist in shaping the future management of critical resources in the Columbia River Basin. Proposed Scope of Work A: Participate in Regional Fish and Wildlife Activities and Processes Description: This work element will provide funding for the representative of the CTSI’s Natural Resources Department to participate in meetings and workgroups concerning (1) the Willamette Wildlife Mitigation Advisory and Program Development Group, (2) Willamette Wildlife Mitigation and Restoration Activities, (3) Willamette Biological Opinion Habitat work group processes, and (4) the Lower Columbia River Estuary Project restoration processes. This work element will also allow the Tribe to work towards identifying opportunities to coordinate and participate with other entities in the Willamette and Columbia River estuary. CTSI will also be coordinating and interfacing with landowners and stakeholders to secure access and projects on restorable lands. This coordination will ensure stakeholder trust and cooperation and facilitate projects to move into implementation. Employee Involved - Aquatic Programs Leader will attend meetings and with Council's input provide and carry out project goals and supervise the Wildlife Biologist. Cultural Specialist will attend meetings and assist with developing goals with council. B: Provide Technical Review Description: Review Technical Documents and processes and provide feedback or comment to BPA, NPCC, and other workgroups the CTSI participates in. The Tribe will participate in relevant fish and wildlife technical groups that assist in the development and implementation of the Willamette Basin Fish and Wildlife Mitigation program, the Willamette Biological Opinion, and the FW Program in the estuary. Employee Involved - Aquatic Programs Leader will provide technical reviews. C: Identify and Select Projects - Project Development Description: The CTSI will develop new BPA Fish and Wildlife projects to assist BPA in meeting their requirements under the Willamette Wildlife Mitigation process as well as the 2008 Willamette Basin Biological Opinion. The CTSI will perform this task through a combination of existing staff and private consultants. The Tribe will seek out restoration and conservation opportunities in the Willamette Basin utilizing GIS, traditional knowledge, existing data (e.g. LIDAR), stakeholder cooperation, the science-based prioritization matrix established by the Willamette Wildlife Mitigation Advisory Group and the responsible agency, Oregon Department of Fish and Wildlife. The CTSI will meet with the mitigation working groups, ODFW and BPA on a regular basis to discuss potential projects the CTSI has identified. Employee Involved - Aquatic Programs Leader, Cultural Specialist and wildlife bio will assist with project development. D: Public Outreach and Information Dissemination Description: CTSI staff will educate and inform Federal, State, local governments, the NPCC, and NGOs about Siletz tribal history, traditions, tribal policies, and areas of interest. This will help to facilitate a dialogue for Tribal Members to inform the Action Agencies and others of Tribal history and culture and will also enable the CTSI to provide Tribal members information and understanding of the activities happening in the estuary and region. Employee Involved - Aquatic Programs Leader, Cultural Specialist and wildlife bio will assist with project development. E: Manage and Administer Project Description: Covers work done by CTSI to manage the overall contract, or to manage subcontractors associated with the project. Also covers administrative work in support of on the ground efforts and in support of BPA’s programmatic requirements such as metric reporting, financial reporting (e.g., accruals), and development of a SOW package (includes draft SOW, budget, spending plan, and property inventory). F: Produce PISCES Status Report Description: CTSI shall report on the status of milestones and deliverables in PISCES. Reports shall be completed either monthly or quarterly as determined by the BPA COTR. Additionally, when indicating a deliverable milestone as COMPLETE, CTSI shall provide metrics and the location prior to submitting report to the BPA PM/COTR. Employee Involved - The Nat. Res.
